He angitūtanga | About the role


We have a unique opportunity available as acting Director, Office of Regulatory Services from August to December based in Wellington.

This fixed term opportunity will act as interim director whilst we recruit permanently into the role.

This is an exciting and challenging time as we are in the initial stages of making significant change in our regulatory functions.


The Director, Office of Regulatory Services (ORS) is a vital role for DOC - the whole organisation is at risk if we do not perform our regulatory functions right.

The newly established ORS has been set up to ensure our regulatory delivery is fit for purpose and achieving intended outcomes while increasing consistency, customer focus and efficiency in how we do the job.


Key functions of the role include:

  • leading the Office of Regulatory Services, and the oversight of DOC's regulatory system
- maintaining a comprehensive Regulatory Stewardship Strategy
- ensuring the Department's Treaty of Waitangi responsibilities under Section 4 of the Conservation Act are embedded in the regulatory services' processes, systems, and culture
- ensuring that DOC continues to embed changes to strengthen its regulatory system, guiding the prioritisation of investment, development, and remediation for DOC's regulatory systems
- providing strategic and operational leadership for DOC's compliance function, ensuring it upholds the legislation administered by the Department, including management of the CITES function.

To be successful in this role, you will need strong leadership experience, ideally including in leading people through change. You will need to demonstrate extensive knowledge of working in a regulatory environment. The ability to move with pace, while taking your people with you is critical.

Capabilities you should demonstrate in the role include:

  • broad understanding of practices, concepts and principles regarding regulatory systems and a good knowledge of legislation impacting DOC's work
- sound understanding of the impact DOC and the wider public sector/government has on the Māori Crown relationship, and the obligations of the Crown under the Treaty of Waitangi in own area of work
- able to integrate wide ranging information to support effective decision making
- practiced at seeking different perspectives to check for and mitigate unconscious bias
- able to find common ground and solve problems.
