Taumata Arowai is the new water services regulator for Aotearoa and is committed to ensuring all communities have access to safe and reliable drinking water every day.

Later this year we will also have responsibilities for the environmental performance of wastewater and stormwater networks.

Taumata Arowai is governed by an independent, Minister-appointed Board.

The Board is advised on Te Mana o te Wai and other te ao Māori kaupapa by Te Puna, the Taumata Arowai Māori advisory group.

An exciting opportunity for a Head of Regulatory has become available, reporting to the Chief Executive.

This person will be responsible for the design and delivery of responsibilities, including front line staff based in five sites across Aotearoa, and water services technical support in a leading-edge regulatory environment.


As a member of the Senior Leadership team, the Head of Regulatory is an influential role, contributing to the strategic leadership and direction to the organisation, acting as a trusted Advisor to the Chief Executive, Board and Te Puna (Māori Advisory Group) and championing Te Mana o te Wai in all their engagement with the water sector.


Key responsibilities:

  • Leading the development and delivery of the regulatory work programmes
  • Building and maintaining a high performing motivated team across five offices across Aotearoa
  • Ensuring the principles of Te Tiriti o Waitangi and the concept of Te Mana o te Wai are embedded in the operations, culture and behaviours of Taumata Arowai
  • Engaging in strategic relationships both internally and externally in particular with suppliers, local government and government agencies
  • Ensuring that development, implementation and continuous improvement of the regulatory system is at the forefront

You will bring:

  • A passion for developing and leading a modern regulatory function that supports the aspirations of all New Zealanders
  • Significant experience in operationalising of regulatory policy
  • Experience leading and managing a regulatory function including regulatory operations, ideally within central Government
  • Experience managing people, resources and work programmes in complex environments
  • Second to none stakeholder engagement skills with proven experience providing advice to Executive leaders and board members
  • High risk radar and the ability to work in a changing and evolving environment
