The Manager Portfolio Delivery is a newly-established pivotal role within Te Pou Rangatōpū | Corporate.

In this role you will develop and implement functional strategies, priorities and work programmes to support the achievement of outcomes that are aligned to the outcomes of the Ministry's purpose and agreed strategies.

The role will lead the Portfolio Delivery team's overarching strategic work priorities and plans and build a PMO to deliver to projects and programmes of work within Te Pou Rangatōpū | Corporate.


As Manager, Portfolio Delivery you will:

  • Work closely with Hautū and other parts of Te Pou Rangatōpū to capture areas of improvement to inform priorities for the group.
  • Connect with the EPMO and other PMOs as necessary
  • Lead the Portfolio Delivery team strategy.
  • Shape the function of the Portfolio Delivery Team.
  • Quality delivery against timeframes and resourcing requirements.
  • Deliver change management for Te Pou Rangatōpū projects.
  • Deliver overall reporting to the EPMO and to the Te Pou Rangatōpū leadership team.
  • Develop and deliver the frameworks, capability and systems to achieve operational outcomes, manage people and risk and support operational compliance.
  • Strengthen the Māori-Crown relationship by modelling authentic practise to build capability as a kawanatanga partner.
Mōhou ake | About you

To be successful in this role you will need to have people and operational leadership experience within a complex environment.

You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori.

You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.


You will also demonstrate:

  • Experience in developing and delivering integrated functional strategies, work programmes and budgets.
  • Experience in leading and managing the development, implementation and ongoing monitoring of functional systems frameworks and processes.
  • Experience in leading organisational change that delivers intended outcomes
  • Experience building and leading inclusive and diverse teams and creating a respectful, open and responsive culture.
  • Experience in building relationships and partnerships to achieve shared outcomes
  • Experience in developing and delivering integrated strategic and operational plans
  • Proven ability to use data and insights to identify trends, risks and opportunities to inform functional decision making.
  • The ability to build trusted relationships and work in partnership by collaborating with a diverse range of stakeholders, and proven track record of maintaining trusted relationships with iwi and /or Māori.
  • Experience in leading PMO's in large organisations
  • Sound knowledge of public sector and government processes
  • Knowledge of project and change management methodologies and processes
Mātau rōpū ake | About our ministry, group, and team

At Te Tāhuhu o te Mātauranga, we work to provide services and support nationally, regionally and locally to the education sector, and in some cases, directly to ākonga and whanau.

To better deliver on this, we are currently undergoing an organisational design change. The transition phase to improve the way we deliver our purpose will be complete in 2023.
