Whenua Māori Services takes a culturally grounded, holistic, and strengths-based approach to achieving whānau aspirations through whenua.

It puts the wants, needs and aspirations of whānau at the centre of decision-making and processes and supports them to achieve their aspirations.

The Principal Advisor role will provide thought leadership on whānau development through whenua. The role will be based in our Wellington National Office and reports to the Manager Whenua Māori Services.

The Principal Advisor will lead whenua Māori discussions across the Ministry and have a thorough understanding of the strategic context in which the Ministry operates, understand the priorities and perspectives of Ministers, partner agencies and key external stakeholders, be fully aware of the Ministry's political, external and historical drivers.


In particular, the Principal Advisor will:

  • Work closely with the Whenua Māori Manager to develop consistent priorities and objectives.
  • Contribute to primary and secondary policy advice regarding whenua priorities which are informed by regional intelligence.
  • Manage and analyse information to continuously improve Whenua Māori Services strategy, approaches, service design and delivery.
  • Actively support the Whenua Māori Manager to understand, articulate and utilise the Whenua Māori framework to inform their thinking and work.
  • Assist the Whenua Māori Manager to monitor work efficiencies across the team.
  • Ensure quality standards and appropriate processes are maintained in all work that is produced.
  • Demonstrate flexibility, adaptability and strategic agility as the needs and priorities of the Ministry and the Minister change over time.
  • Have excellent relationship management and communication skills.

To be successful in this role, you will have:

  • A relevant degree or significant experience in relevant public or private sector organisations.
  • A high level of understanding and direct experience of government processes, systems and tools.
  • Proven ability to lead crossgovernment policy development and/or implementation programmes within area and level of expertise.
  • Highly developed interpersonal skills and the ability to motivate and persuade key stakeholders.
  • Excellent communication skills including an ability to use conversational Te reo Māori within the workplace.
  • The ability to mentor people.
  • An understanding of social outcomes measurement and evaluation.
  • Proven ability to represent Te Puni Kōkiri and be recognised for your expertise by other Government agencies or external stakeholders.
