About the Programme

The Officer Development Programme is a professional development initiative designed to equip senior public sector leaders with the necessary skills and knowledge to effectively manage health and safety governance and operations.

Key Focus Areas

  • Understanding of officer responsibilities under the Health and Safety at Work Act 2015 (HSWA)
  • Identifying and managing critical risks, including psychosocial harm
  • Developing capability to differentiate between management and governance roles
  • Effective risk management and assurance practices
  • Monitoring and reporting on key performance indicators (KPIs)

Course Structure

The programme consists of nine hours of in-person workshops, supplemented by pre- and post-course e-learning modules, reading materials, resources, tools, and case studies. The content has been tailored for the public sector, recognizing that officers in most central departments and agencies are also senior leaders with dual management responsibilities.

Target Audience

This programme is considered essential for all Tier 1 and 2 Senior Leaders, as well as GM's People & Capability and Tier 3 Leaders wanting to take on more senior roles.
