MfE's Policy Implementation and Delivery (PID) rōpū has a stewardship role in enabling environmental policy intention into positive reality. PID leads the planning and management of policy implementation, bringing together integrated partnerships iwi/Māori, partner agencies, local government, councils, industry and the scientific community to achieve collaborative, transformational delivery of environmental reforms.
Freshwater Farm Plans are a key part of the Government's Essential Freshwater Package. Their purpose is to better control the effects to freshwater from farming and will be introduced as new regulations this year and impact thousands of farmers across New Zealand in the coming years.

Mō tēnei tūranga mahi | About this role
The past two years have been spent designing and establishing key parts of the system to ready for implementation. Now is the time to shift to delivery. As a result, the programme is introducing a new Programme Director position. This role will have responsibility and be accountable for the ongoing establishment and delivery of the Freshwater Farm Plan programme for the Ministry, with a Manager and Principal Advisors as direct reports. Reporting direct to the Director for Policy Implementation & Delivery, this role will also be responsible for managing a large budget programme, comprising of multi-agency, high performing teams and Minister interaction.
For that we need a senior leader who has experience across a range of areas, including high value relationship management, policy and operational management, the ability to move between strategic and on the ground delivery and most importantly the ability to build and lead high performing teams.
This programme will influence transformational and inter-generational change across farming and land management. A commitment to and passion for leading and influencing a programme of this scale will be necessary for this role.
As Programme Director, you will be working with internal and external partners across Aotearoa New Zealand to continue to establish and deliver the Freshwater Farm Plan system, and to ensure it is rolled out effectively and efficiently. Doing this means you'll need to be in touch with what is happening on the ground - so you won't just be working in an office in this role. You will be working with our key partners to deliver the Freshwater Farm Plan system, including industry representatives, local government, tangata whenua, farmers and growers.

Ngā pūkenga me ngā wheako | Skills and experience
- Culturally capable in te ao Māori with significant experience in partnering with and for iwi/Māori
- Politically astute with experience in local or central government at a senior level
- Experienced in managing large programmes and implementing environmental reform initiatives
- Experienced in governance, financial management and reporting, procurement and contract management
- Experienced in, or have a sound understanding of, the primary sector
- A skilled communicator with the ability to translate complex issues clearly to a range of audiences
- A highly credible relationship manager, and
- Highly agile, adaptable and resilient.

Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is from $193,083 up to $235,101 pa. Appointment within this range will be based on skills and experience.
