Mō te tūnga | About the role
The purpose of Te Tari Pūreke, Firearms Safety Authority business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities. This will also cover world leading administration, education, and promotion of compliance within the provisions of the Arms Act and Arms Regulations.
This is a unique opportunity to be involved in the development of a newly formed regulatory intelligence team within Te Tari Pūreke. You will have a focus on stakeholder influencing, development of risk-based assessments and helping Te Tari Pūreke be a leader in regulatory best practice.

To support the delivery of these outcomes you will produce high quality intelligence product at strategic, operational, and tactical levels. This will provide risk-based assessment related to our regulated parties and provide oversight of the national firearms environment understanding how the illicit firearms environment impact the lawful firearms environment and vice versa. You will work in partnership with other teams across Te Tari Pūreke and Police to ensure the firearms system and regulator is informed and responsive to community and Police safety needs. You will prepare intelligence products that will be used to support decision making, identifying risks and opportunities, and provide sound recommendations to manage risk. An experienced intelligence practitioner with previous work experience or knowledge of our current firearms environment would be beneficial but not mandatory.

As a Senior Intelligence Analyst, you will be an expert in using a range of structured analytical tools and methodologies and use your advanced critical thinking skills to provide insight and foresight on complex problems and issues. You will be experienced at establishing and maintaining sustainable partnerships, and will champion diverse, different perspectives, identifying opportunities to reflect these in Intelligence products.

As well as demonstrating best practice Intelligence tradecraft and principles, you will bring a team-focused approach to training, coaching and mentoring others, supporting the development of intelligence capability in the newly formed Te Tari Pūreke Intelligence Unit, and foster a positive and productive team culture.

Your engagement in your own professional development will be shown through proactively working to grow your knowledge of policing and seeking feedback on your own work. Your willingness to get out and talk to people, and critically and thoughtfully engage with what you find, will enhance your understanding of the Intelligence contribution required to ensure positive outcomes for New Zealand.

You will work to establish and maintain strong and sustainable relationships within the team and with key stakeholders.

**Takohanga Matua | Key Accountabilities**:

- Use analytical expertise and critical thinking to conduct analysis of complex problems and propose potential solutions.
- Manage competing priorities and demands to deliver timely, relevant Intelligence and achieve results for the team.
- Provide technical guidance in Intelligence analysis tools/methodology and coach junior Intelligence staff to develop their Intelligence tradecraft.
- Develop and maintain a wide range of positive relationships (internal and external).
- Lead by example with a committed, positive attitude towards team and personal development.
- Demonstrate strong written and verbal communication skills, with the ability to develop a high standard of written reports/presentations and provide clear and concise verbal briefings appropriate to a range of audiences.
- Lead and collaborate projects and group analysis, provide regular peer review and project coaching, and work with limited supervision on complex analytical problems.
