Te Whiwhinga mahi | The opportunity Our Manager, Public Transport is a senior leadership role that leads the public transport function for Waka Kotahi.

It requires building capability within the Agency; and taking a sector leadership role working across the organisation, local government, and the private sector to grow and improve public transport across Aotearoa.

This is an influential role that will see you delivering on Government objectives, as well as cultivating a cohesive, high performing team who will ensure that public transport is able to meet the needs of all New Zealanders.

About you | Ko koe tēnei As our successful Manager, Public Transport, you are a dedicated and authentic leader with the ability to develop an engaged, integrated, and high-performing team culture.

You'll be strategically minded and an effective communicator.

You'll understand the drivers of success for Waka Kotahi and the Government and be able to align your team to achieve.


You'll also bring with you:

  • An understanding of the roles of the different players in the delivery of public transport; of the NZ legislative framework for the planning, funding and delivery of public transport; and the role of public transport within the wider transport system
  • Proven leadership experience and understanding of the decisionmaking, policy and delivery in any or all of central government, local government and the private sector
  • Proven ability to build and maintain relationships with a range of stakeholders and manage competing priorities
  • Sound commercial experience specifically with contracting models and service provision
  • Proven ability to manage and deliver in a changing and pressured environment
  • Experience in leading large and complex programmes of work
  • Strong thought leadership in the transport sector, preferably with public transport experience
  • A genuine passion to build on or develop an understanding of Te Ao Māori and promote tikanga and Te Reo Māori.


View the position description here This is a rare and exceptional career opportunity where you'll be at the forefront to influence, manage, and deliver on significant programmes that directly impact public transport users and address climate change.

This includes influencing and monitoring the record spend on public transport infrastructure ($2.3bn) and public transport services ($2.7bn) over the National Land Transport Programme.

You'll direct and manage Climate Emergency Response Fund's public transport programmes ($820.7m over a 10-year period), including the public transport fleet decarbonisation fund, cheaper fares through Community Connect, and the improved bus driver terms and conditions.

Lead and drive meaningful outcomes for public transport across the motu within our diverse and complex transport system Ko wai mātou | About us The Multi-Modal Integration team brings multi-modal expertise and an eye to the future.

We work with central and local government, the private sector and academia to provide diversity of thought, explore innovative transport solutions and build capability across the sector.


  • We bring leadership and challenge to Waka Kotahi and the sector to accelerate the pace of change towards a low carbon, healthy, equitable and multimodal transport system. We empower others to do the same.
  • We work together to enable an integrated system, delivered across the Waka Kotahi business, directing our attention to adding value in the realms of public transport, rail, freight, walking & cycling and land use integration to optimise mode choice
  • We advocate for step changes in urban form, urban mobility and climate change, and embed these in policy, investment, design and operational decisions.
We celebrate and encourage the activities aligned with multi-modal objectives, whilst challenging those that are not.
