We are seeking a Team Manager to lead a new team we are establishing. This team will be responsible for analysing the input and evidence we receive from the public across multiple pieces of advice.
In addition to leading a small team of analysts, the Team Manager would be responsible for procuring and managing the relationship with third party suppliers of submission analysis as required.

He Pou a Rangi | The Climate Change Commission (the Commission) is an Independent Crown Entity established under the Climate Change Response Act 2002.
We provide independent, expert advice to the Government of Aotearoa on both mitigating and adapting to the effects of climate change, and we monitor and review the Government's progress towards its emissions reduction and adaptation goals. The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa.
In the past two years we've provided advice on the first three emissions budgets, the direction of the first emissions reduction plan, agricultural emissions pricing, and NZ Emissions Trading Scheme settings. Engagement is at the heart of what we do. And as a part of that engagement, we invite input from the public on certain pieces of our advice. We then take that input and consider how it may change our final advice.

**Ngā Tūnga | The Role**:
The Team Manager - Submissions Analysis is a newly created role and is fixed term for 12 months.
In this role, you'll have the opportunity to contribute to the longer-term success of the Commission by ensuring that input from the public is appropriately considered and factored into the Commission's advice on the second Emissions Reduction Plan, 2050 emissions reduction target and 5-yearly emissions budgets.
You'll lead a team of analysts that will consider input and evidence from the public. This team will:

- collate and organise a potentially large volume of material
- understand that material, identify important themes and summarise that material
- work with analysts across the Commission to ensure that input and evidence is factored into the Commission's advice.

The Team Manager - Submissions Analysis will be expected to provide leadership and management oversight for the team that is being established to do this task. They will also procure and manage relationships with third party suppliers of submission analysis as required.

**Mō ēnei tūranga mahi | The role will involve**:

- Leading and developing a team of analysts
- Building a culture of collaboration, inclusiveness, challenge, and debate in the team and within the Commission.
- Framing and communicating advice in a way that recognises the needs and concerns of the audience.
- Managing contract relationships as required
- Recognizing, managing and reporting risks
- Helping to shape the strategic view of the work program and bring intellectual leadership, new ideas and knowledge to the table.
- Making sound, timely decisions that keep the organisation and work moving forward.
- Leading and contributing to multiple pieces of work concurrently in a collaborative manner.
- Support other Commission staff and contribute to the expert analysis provided to the Board, taking on feedback and making enhancements to enable effective decision making.
- Engage with iwi/Māori in a manner that upholds Tikanga and recognises the Crown - Māori partnership under the Treaty of Waitangi.

**Ō pūmanawa | About you**:

- Successful record of effectively managing people
- In-depth experience of management issues (people, resources, systems, and processes)
- Significant business management knowledge and experience, including managing third party suppliers
- Sound judgement and awareness of the context within which advice is formulated and communicated
- Strong logic and reasoning skills to identify the strengths and weaknesses of alternative solutions
- Highly developed communication skills, both oral and written.
- Strong understanding of the principles of Te Tiriti o Waitangi, Te Ao Māori and experience engaging with Iwi/Māori
- An understanding of government processes, systems, and tools
- A relevant post-graduate tertiary qualification, or equivalent experience.
- Experience in establishing a new team would be beneficial but not mandatory.
