Queenstown, New Zealand Agency for Science, Technology and Research Full time

A*STAR seeks an experienced accounting professional to lead our finance team.

Responsibilities:
  • Manage month-end and financial year-end closing activities to ensure accuracy and compliance.
  • Review and approve payment, billing, and receipts journals submitted by team members.
  • Ensure timely submission of fund requisitions (FRs) and final statements of accounts (FSOAs) for projects.
  • Coordinate with team members to ensure timely submission of FRs and FSOAs by grantees and A*STAR to other funding agencies.
  • Promote digitalisation initiatives to enhance operational efficiency and optimise resource allocation and utilisation.
  • Perform Accounts Payable duties, including vendor management.

Budgeting:

  • Manage the annual budgeting exercise and mid-year budget review to ensure alignment with organisational goals.
  • Consolidate and present budget requests from divisions to management for approval.
  • Address budget queries raised by management and provide support as needed.
  • Assist in preparing data and liaising with divisions for the 5-year RIE tranche budget exercise.

Reporting and Business Partnering:

  • Prepare management accounts monthly and present financial performance regularly at management meetings.
  • Ensure timely preparation and submission of internal and external stakeholders' reporting, including presentation slides.
  • Provide financial insights and advice to achieve business objectives.

Internal Controls and Audit Management:

  • Ensure timely submission of grant audit reports by grantees in accordance with A*STAR's Grant Audit Framework.
  • Liaise with internal and external auditors/tax agents/corporate secretary/banks on all matters.
  • Review processes to ensure compliance with Government IMs and policies and A*STAR's Financial Policies, Procedures, and Guidance Notes.
