This role reports to the National Manager Facilities Delivery in the Facilities Maintenance team.As the Programme Manager Planned Asset Replacement, you'll be responsible for overseeing the timely implementation including ensuring the design, construction and handover of any planned asset replacement or minor capital project work undertaken by the Asset and Facility Management (AM/FM) provider is completed on time and to budget.The Facilities Management team is jointly responsible for managing both proactive and reactive maintenance, ensuring that maintenance activities are performed efficiently to prevent equipment failure and address unforeseen issues.
It also includes overseeing the management of asset management data, ensuring its accuracy and quality through rigorous quality assurance processes.
A key aspect of this team is engaging with end users, focusing on problem-solving and providing support as needed.
Additionally, acting as the "eyes and ears" for the Department on infrastructure matters, the role entails staying informed about operational challenges and providing valuable insights.
Lastly the team oversees the operational management of a large, complex, outcome-based asset management contract, ensuring all objectives and performance targets are met.Some of the key tasks you'll be responsible for are:Scope, plan and provide support for the implementation of planned asset replacement projects;Monitor and report on programme key performance indicators monthly for governance reporting via the Departments P3 tool, Sentient;Develop and co-ordinate project plans, including prioritisation of projects to be funded under planned asset replacement, developing the project scopes and preparing investment cases;Oversee and refine the prioritisation and sequencing of project activities, maintaining the project schedules, project reports, including milestone and budget progress updates;Actively manage the performance of direct reports, recognising and valuing individual and cultural differences to maximise the contribution of each staff member.Please refer to the job description for a full list of responsibilities.We are looking for an experienced and proactive leader with a strong background in infrastructure and construction programmes.
The ideal candidate will have a demonstrated track record of successfully leading projects, defining requirements, and delivering them on time, within budget, and to the highest standards.
This includes managing site investigations, procurement, and design interfaces.We value a leadership style that emphasizes coaching, mentoring, and leading through influence.
You will adopt a strategic perspective on the Programme's construction activities and leverage your industry knowledge to develop the most effective approaches for programme success.To be successful in this role you will have:Demonstrated knowledge of the formal processes for managing multiple construction projects having multiple contractor and stakeholder relationships.Proven ability to analyse complex issues and situations systematically to develop practical recommendations and robust strategies to address issues.Proven experience in a management role coupled with an understanding of public service planning and reporting requirements.Sound knowledge of best practice project management methodologies and techniques.Excellent interpersonal and relationship management skills, with the ability to lead co-operative efforts to influence positive outcomes.
Includes an ability to build relationships with technical experts from a range of disciplines (architects, engineers, electronic security).Critical, innovative and strategic thinker with well-developed analytical, statistical and numerical skills.Excellent verbal and written communication skills.Knowledge of the Resource Management Act and Treaty of Waitangi Land Settlement Processes is desirable.Demonstrated experience is required in managing construction projects and programmes of work, and well as a relevant qualification and/or demonstrated professional leadership in a relevant area.Travel will be required in this role.
This will largely depend on the programme lifecycle, however it is expected no more than once or twice a month would be required.If this opportunity sounds interesting to you, then apply todayThe midpoint of the salary range is $147,765 per annum and the full range (85%-120%) is $125,601 - $177,318 per annum.
