Due to internal promotion, Napier City Council has an exciting opportunity for a Development Advisor to join the Infrastructure Directorate.

As a Development Advisor, you will play assisting the Development and Standards team in the the management, timely development, and forward planning of the Parklands subdivision, with the objective to continue its growth and deliver profitable sections, while showcasing good urban design and sustainability. The Development Advisor works closely with a number of teams and has an overview of the developments from inception to completion, while keeping within budgets and timeframes.
- The provision of infrastructure services to properties (water, sewer, stormwater, access, roading, and parks and reserves);
- The risk of hazards such as flooding, land instability and erosion;
- Legislative requirements related to the Code of Practice for Subdivision and Land Development;
- Legal encumbrances on properties.

You will also ensure the maintenance of consistent standards between internal and external engineering works in respect of the District Plan, Resource Management Act, Building Act, Local Government Act and Council By Laws.
- Significant relevant experience in property and/or subdivision development law.
- Proven ability to co-ordinate responsibilities and obtain co-operation between different departments, meeting different deadlines.
- A high standard of interpersonal, oral and communication skills.
- Excellent organisational skills with proven ability to meet deadlines and manage stress.
- Proven ability to problem solve, plan, analyse and produce results.
- Adaptable, able to initiate and manage change to an organisation, systems and processes.
- Knowledge of legislation, regulations and policies at a national, regional and local level.
- A good level of computer skills, with proven knowledge and experience with Microsoft Office programs and GIS
- Write and present reports to a professional standard and if required represent Council in a hearing format
- Good understanding of RMA subdivision and survey processes, development timeframes and requirements.
