**Organisation background**:
The Department of Internal Affairs (DIA) is a New Zealand government agency responsible for a range of services, including citizenship and passport services, community grants, gambling regulation, and archives management. **Project background**:
The Three Waters Reform Program aims to improve New Zealanders' health and wellbeing. Over 70 councils manage drinking water, wastewater, and stormwater services, facing challenges in funding, safety, environmental standards, and climate change. The government committed to comprehensive reform to benefit communities and the environment. The National Transition Unit will establish and transition to a new service delivery model, preparing four new water service entities for infrastructure and service delivery responsibility by 1 July 2024.

**The opportunity**:
**What you'll need to bring**:

- Significant experience of 8+ years successfully working in the delivery of large-scale ICT programmes in an Agile environment
- Significant experience working on the functional side of ERP implementation programmes and a deep understanding of business processes
- Trusted and credible reputation within the business domain with a strong network across system vendors, business integrators and system integrators
- Experience managing and leading senior product owners
- Substantial experience forming and leading product delivery teams
- Extensive experience in managing internal and external relationships with a range of partners and stakeholders, with demonstrated success in building relationships and gaining the support and participation of key individuals and groups
- Executive stakeholder management experience
- In depth knowledge of ICT systems, processes and management information systems
- Knowledge of ‘consumer’ systems and databases
- Knows how to drive delivery towards outcomes
- Has confidence in how to set up teams to deliver a water service entity’s systems of record landscape within a specific domain (can be demonstrated by creating new ICT solution and business processes for another organisation)
- Understand the logistics and complexity of the decisions that need to be made and the weight of the consequences
- Understanding of the machinery of government and related processes and procedures (desirable)
- An understanding of Three Waters Reform (desirable)

**Key requirements**:

- Highly skilled in leading product teams
- Significant skills using large ERP solutions and multi-modal delivery methodology’s
- Significant skill managing a complex multi-vendor environment
- Significant senior stakeholder and relationship management skills and ability to build trust and rapport with diverse stakeholders
- The ability to think strategically and conceptualize complex ideas
- Excellent influencing and negotiation skills
- Ability to deliver under pressure
- Excellent leadership and people management skills
- Exceptional written and verbal technical and business communication skills
