Three Waters Reform Programme
In July 2020, the Government launched the Three Waters Reform Programme - a multi-year programme to improve the safety, quality, resilience, accessibility, and performance of New Zealand's drinking water, wastewater and stormwater services, in a way that is efficient and affordable. Currently 67 councils own and operate most of New Zealand's water services and face issues funding infrastructure, complying with safety standards and environmental expectations, dealing with natural hazards and climate change involving water infrastructure, and supporting population growth. The Government is progressing the Three Waters Reform to shift the management of three waters services to four publicly-owned water service entities from July 2024.
Right now, we're seeking Value Stream Lead to lead on the Customer & Billing, value streams.
As a Value Stream Lead for Customer and Billing, you will be building and developing strong capability and knowledge within products and processes that are required for day one of the entity stand up on day one. You will be managing risks and bringing together the key stakeholders from the council businesses within the value stream to inform the solution requirements. This role will also include the day to day management of a team of product owners.
If you have the following skills and experience, we would really like to hear from you:

- Significant experience of successfully working in the delivery of large-scale ICT programmes in an Agile environment
- Significant experience working on the functional side of ERP implementation programmes and a deep understanding of business processes in Customer and Billing
- Extensive experience in managing successful internal and external relationships with a range of partners and stakeholders.
- Experience forming and leading teams
- Experience in water/ utilities industry (desirable)
