Wellington City, New Zealand New Zealand Government Full time

Mō te tūnga | About the role
The Procurement and Commercial Practice Lead is a key senior practitioner and leadership role within the Defence Commercial Services (DCS) Team.
This role will manage the Defence Digital Group practice within DCS, which procures ICT related goods and services on behalf of NZDF across a broad range of categories (e.g. infrastructure, telecommunications, public cloud, software licencing and support services, AoG/Common Capability contracts e.g. Government Marketplace)
You will be responsible for managing your team to ensure delivery of the end to end procurement lifecycle. You will support the development, growth and expertise of your team using your management skills and experience. The role also has a strategic focus through the delivery of complex and exciting procurement projects.
NZDF is currently going through an exciting phase of digital transformation and you will have the opportunity to work with management on a number of key initiatives including:

- Defence Information Platform Programme: a multi-year programme of work modernising NZDF's ICT platforms (Telecommunications, Public Cloud, Productivity Tools);
- Future ERP: providing commercial support to the programme which is transforming NZDF's ERP eco-system by migrating off legacy platforms to SAP's S/4HANA; and
- Defence Information Programme: modernising and transforming NZDF's disconnected information management platforms and practices.

**Please note**: You can choose to work primarily from Trentham, Petone or Wellington CBD. Your team are primarily based in Trentham so you will need to work from Trentham at least two days a week to engage with your team. Once you are trained and established in the role you will have the option to establish a flexible working arrangement including working from home up to two days a week.
Ngā pūkenga me ngā wheako | Skills and Experience
We're looking for a senior practitioner with a proven track record procuring ICT related goods and services. You'll have excellent relationship management and interpersonal skills, with the ability to develop and mentor your team. Ideally you will have previous people management experience however this is not a “must have” and we are interested in hearing from applicants with significant ICT procurement experience and who are ready to take the next step in their career into people management. NZDF provides significant support (including the NZDF Leadership Framework) to assist with this transition.
You'll have demonstrated commercial acumen as well as the ability to think strategically, a sound understanding and experience of the end-to-end procurement lifecycle process, the Government Procurement Rules and commercial best practice in the context of the ICT category.

**Ideally, you will also have**:

- Demonstrable strengths and experience with strategic procurement;
- Experience managing the end-to-end complex tender processes with high levels of risk and/or public profile;
- A strong focus on customer and service delivery; and
- The ability to influence and negotiate with suppliers and the business, including pushing back, offering alternatives and information around the ‘why'.

A Chartered Institute of Procurement and Supply (CIPS) qualification would be advantageous but is not essential. Development support can be given for you to gain a CIPS qualification if you are interested.
Mō mātou | About Us
Defence Commercial Services (DCS) is a unit within the wider Joint Defence Services (JDS) Portfolio. We are the functional leaders for commercial activity (plan, source, manage) across the entirety of NZDF. We support over 1k + active contracts for the business with a rough annual expenditure of $1 billion dollars per annum. DCS performs centralised commercial and business processing functions for NZDF, and offers a range of value adding services to internal customers - including access to commercial and professional expertise and advice.
Every hour of every day, 365 days of the year, the New Zealand Defence Force is contributing to the defence, security and well-being of Aotearoa / New Zealand. As a modern, professional military, it is our goal to maintain well trained, equipped and disciplined armed forces that can react to crisis at short notice.
