**About the organisation**: The Ministry for Ethnic Communities is the Government's chief advisor on ethnic communities, ethnic diversity, and the inclusion of ethnic communities in wider society. We work with communities, other Government agencies and a range of organisations to empower ethnic people and ensure Aotearoa is a place where everyone feels welcome and valued. Our key functions include providing advice to the system, developing an evidence base, convening and brokering to resolve issues and fostering a sense of belonging through the administering of the Ethnic Communities Development Fund.
The Ministry does more than just advise. We work actively to ensure that the serious issues faced by our ethnic communities are addressed, including economic prosperity, employment, governance, access to government services and faith-based issues.About the role: Reporting to the Chief Executive, you will be a key part of a highly collegial executive team that together determine and deliver against the Ministry's strategic priorities.
Operationally the role supports the Chief Executive to increase the Ministry's ability to drive positive systems changes that improve outcomes for ethnic communities. You will be responsible for managing a comprehensive programme of information and insights that underpin the Ministry's engagement activity, informing the evidence-based advice provided to government on ethnic communities.
Recently the Ministry has undergone a restructure designed to heighten its influence at a national/systems level. You will play a vital role in bedding in the change, leading the function that engages with umbrella organisations and ethnic communities and translating their needs into tangible priorities, strategic plans and practical short
- and long-term actions. You will be actively engaging with the relevant government agencies to “move the lever” (the ministry can't do all the heavy lifting in isolation) and working collaboratively within the ministry to build capability and focus on the issues that matter most to New Zealand.
The issues faced by our NZ ethnic communities are complex and heightened by the current global geopolitical turmoil. This is not a role for the faint hearted You will be engaging with national community leaders on complex issues, synthesising masses of information into core themes and leveraging relationships to promote or manage community expectations while engaging with, and activating the support of the key government agencies required to make sustainable positive change at a systems level.
**About you**: This position will suit an established and credible senior leader with an in depth understanding of the political process and the role of public service agencies. You will have a deep understanding of the system within which ethnic communities operate. Ideally you will have established networks or at least the credibility and expertise to develop those networks at a strategic level, building relationships of trust with key players within the political system, government agencies and ethnic communities. You will be someone that enjoys navigating complexity, working with ambiguity and assessing risk. As a leader you will mix inspiration with pragmatism, demonstrating a personal commitment to the Ministry's vision and values. You will have a proven track record leading through managers to build functional capability and ensure a shared purpose and strategic alignment across your business unit. Your leadership will inspire national engagement, serving as an example for managers, staff, and stakeholders to follow, and setting the framework for a cohesive, highly functioning, team.

- A comprehensive understanding of the machinery of government and the ability to exert influence at the interface of community engagement, policy development and service delivery.

- The ability to obtain and maintain a Top Secret security clearance.
