We are seeking an Establishment Advisor for the Operations and Service Delivery (OSD) Portfolio Management Office (PMO) to play a key role in the establishment of the new PMO team.


As the Establishment Advisor, you will be responsible for working with the PMO Manager to design, develop and establish the new OSD PMO, for a fixed term of 12 months.

This new team will support the OSD Leadership team and business groups to successfully plan, manage and deliver on a large portfolio of work, including projects and programmes that are delivering significant technology, infrastructure, and business change.


The Establishment Advisor will work closely with the PMO Manager to establish and embed the use of P3M frameworks, while supporting the OSD leadership and project community with timely and pragmatic P3M advice.

You will also assist with establishing fit for purpose reporting for the OLT that informs and assists strategic decision making, through understanding the strategic direction of the Ministry, the Justice cluster, and the judiciary.

We are looking for:

  • Experience in portfolio management and/or investment technical expertise
  • Governance expertise and experience in supporting and providing advice to Senior Leaders and Senior Responsible Owners (SROs)
  • Proficiency in planning, reporting and assurance practices
  • Experience in developing and maintaining robust relationships, including with Executive teams and Senior Managers
  • Sound understanding of the machinery of government
  • Project management experience and qualification such as PMI, PRINCE2 or Agile
