Te Whiwhinga mahi | The opportunity We have an exciting opportunity for a leader to join Regulatory Services and build a team that will develop and implement robust cost recovery policies and practices.

In this role you will establish the regulatory cost recovery team at Waka Kotahi and lead the development and alignment of operational policies, standards, and processes that set Waka Kotahi up to be a great regulatory funding steward.

This includes promoting awareness of when and how the cost recovery team can support decision makers as well as maintaining the pricing tools, financial models, and leading future fees and charges reviews.

The creation and maintenance of a safe, empowering and enabling environment and culture that aligns with our organisational strategy, Te kāpehu, and our regulatory strategy, Tū ake, tū māia, is key to the team's success.


Accountabilities for this role include:

  • Leading the development, implementation, and maintenance of the cost recovery and pricing policies
  • Influencing and supporting senior decisionmakers to use cost recovery both as a regulatory tool and to enable performance improvement
  • Delivering future cost recovery reviews and product or service reviews as required, including ensuring the team has the right level of capability and resources to successfully deliver
  • A proven track record of leading and building highly engaged teams with a safe, trusting, and enabling culture, managing performance, and supporting people to succeed.
  • Ability to influence, build credibility and collaborate across a range of stakeholders to bring them along on a journey.
  • Proven situational, organisational and political nous.
  • Demonstrated experience in high level strategic, analytical, and conceptual thinking in a complex environment.
  • Ability to think at a national and systemwide level and translate it into futurefocused deliverables and make good riskbased decisions.
  • Proven experience in leading and developing successful future focused changes to inform and guide system change.
  • Previous experience in cost recovery/financial stewardship, policy/operational policy is preferred but not required.
  • Previous experience of local and/or central government is preferred but not required.
