The Ministry for Primary Industries is recruiting for a Manager Costing & Modelling, to join our Cost Recovery directorate, which forms part of our Corporate Services business unit based in Wellington.

Kōrero mō te Tūranga - About the Role

In this central leadership role for MPI, the Manager Costing & Modelling champions the provision of key cost analysis and advice to business groups, and ensures that MPI's charging activities are appropriately managed, and meeting critical revenue targets.

As Manager, you will play the leading role in lifting the organisation's maturity and understanding of cost recovery and best practice revenue management.

With the support of your dedicated team, you will network across the organisation to investigate the volume, demand, and overall performance of current pricing structures, and potential future services.

Success in the role will be found by truly partnering with all pockets of MPI, operating as a key commercial advisor to DDG's and Directors, as well as working closely with group finance partners, to challenge the current state and introduce best practice commercial disciplines.

Ultimately, you will be the voice and the face of commercial change, leading essential reporting and industry engagement, providing accurate, transparent information that builds trust and confidence in MPI's cost recovery systems.

Mōu - About You

If you are a proven financial leader, with a credible, proactive approach to business engagement, this is a real opportunity to deliver value and raise the maturity of cost recovery for MPI, at an important time for the agriculture sector in New Zealand.


To be successful in this role you will:

  • Bring Senior Commercial Management or Revenue Management experience from within large, complex organisations, with proven expertise in pricing services and managing multiple revenue streams
  • Be an engaging and collaborative leader, with clear strengths in relationship management and proven experience influencing diverse audiences at all levels towards common purpose
  • Bring a highly analytical skillset with a strong business risk management lens, along with detailed knowledge of budget processes, reporting and forecasting tools
  • Be proven in the leadership of an advisory finance function, knowing what good business partnership looks like in the pursuit of organisational strategic objectives
  • Bring an understanding of the machinery of Government, and Māori Crown relationships
  • Have a strong programme and project delivery skillset, having successfully delivered large projects collaboratively within complex environments.

The Cost Recovery group is responsible for cost recovery strategy and policy implementation (in conjunction with the Policy and Trade branch who are the policy lead) within MPI to ensure our cost recovery functions are aligned with best practice, well regarded by industry and an exemplar within the public service.
