About the role
He Aranga Ake is a deliverable under New Zealand's 'Countering Terrorism and Violent Extremism National Strategy'.

He Aranga Ake is a multi-agency disengagement framework involving Oranga Tamariki, Ministry of Social Development, Ministry of Health, Ministry of Education, Department of Corrections, New Zealand Police, and New Zealand Security Intelligence Service.

New Zealand Police as the lead agency, received Government Funding to enable effective management, delivery, and support of this capability.


As part of delivering this ongoing capability for New Zealand, we are currently looking to recruit an exceptional Operations Manager to lead the ongoing strategic development and delivery of He Aranga Ake.

This position will be based within the National Security Group, Counter Terrorism Prevention Team which leads the development and coordination of prevention strategies, initiatives and activities which support the wider investigation work of the National Security Group.


This position would suit an experienced professional wanting to work in a dynamic environment and who is able to work effectively across government agencies and New Zealand's diverse communities.

In this role you will need to demonstrate effective communication skills, be able to foster innovative and diverse approaches, and lead collaborative engagement with the He Aranga Ake Team, partners and communities.

You will also need strong management skills with responsibilities extending to the management and ongoing enhancement of the wider infrastructure supporting delivery of He Aranga Ake and be able to provide succinct reporting to governance (including budget forecasting) and Ministers as required.

You will have two direct reports, a Senior Analyst and yet to be recruited health professional.

Key Accountabilities:

  • Provide strategic leadership, advice and support for the ongoing development and delivery of He Aranga Ake (HAA) on behalf of the Government.
  • Plan, direct, coordinate and control the operation and administrative functions of HAA.
  • Develop and drive the professionalism of internal systems and processes to ensure compliance with HAA guidelines, privacy and information sharing legislation and other matters impacting on the efficiency and effectiveness of HAA.
  • Review relevant procedures, identifying performance discrepancies and recommend remedial action to the HAA representatives (both internal and external to Police) through delivery of a Quality Assurance and Improvement Framework model.

Prevention Manager:

Counter Terrorism and Chief Strategic Advisor to ensure HAA is able to respond to emerging trends or unique client needs and is effectively sharing findings linked to delivery of HAA which can influence the wider national security preventative response.


  • Contribute to more effective and efficient information management and processes across HAA.
  • Direct and manage the longterm strategy for HAA, including its continued alignment to the Government's National Strategy and Preventing and Countering Violent Extremism Strategic Framework.
  • Acts as the professional head of, provide technical and professional authority and governance over, all preventative (disengagement) functions delivered by HAA.
  • Maintain a comprehensive knowledge of and awareness of disengagement and prevention and countering violence extremism practice internationally and within New Zealand to support continuous learning.
  • Oversees the maintenance of statistical reporting processes and ensures performance, risk and issue and benefits data is available to the HAA Governance Group, key stakes holders, agency and ministers as required.
  • Oversees relationship with Service Provider of the CMS, ensuring compliance with Certification & Accreditation standards are maintained.
  • Deliver positive leadership and influence in delivering Our Business to support and environment of high performance using the PHPF framework.
