Security and Resilience - Community Engagement Lead

The Ministry for Ethnic Communities is the Government's chief advisor on ethnic communities, ethnic diversity and the inclusion of ethnic communities in wider society.

The Lead (Community Engagement) is one of two work programme leads in the Security and Resilience Team (within the Policy and Analytics Business Unit) which works on matters concerning national security and social cohesion.


As Lead (Community Engagement):

  • You will operate as a thought leader and have oversight of the design and delivery of community engagement activities (planning, facilitating, reviewing engagement practices, managing community stakeholders)
  • You will support the shaping, analysis and delivery of insights from the community to the Ministry; and be responsible for the delivery of information from the Ministry to communities.
  • You will function as a trusted advisor to the Director and take a guiding and mentoring role for other staff in the team.
  • You will lead complex, highprofile and/or ambiguous engagement for the team. And together with the Lead (Government Relations and Policy) be responsible for understanding and building community resilience.
  • You will need to be able to get and maintain a Top Secret Security Classification.

We will be looking to you to:

  • Lead the development of contemporary engagement procedures, guidelines, practices, processes, tools and appropriate protocols for community engagement.
  • Analyse issues and draw conclusions, shape the engagement agenda and priorities, identify work programme gaps, delivery risks and other issues and ensure effective and timely intervention.
  • Evaluate effectiveness of community engagement practices and programs and communicate findings.
  • Build and maintain enduring strong relationships with ethnic community leaders, organisations, and community members and actively contribute to the Ministry through effective cross functional engagement.
  • Deliver on the business unit and team goals, measuring and evaluating work programme performance, and identifying issues/risks and implementing mitigation strategies or escalating when appropriate.

Ideally you will have:

  • Extensive experience in designing, running, facilitating, reviewing community, corporate or other stakeholder engagement.
  • Experience in research, analysing and reporting on engagement insights. Be able to produce robust and useful outputs (e.g. from focus groups, surveys etc) into useable advice.
  • Excellent written and oral communication skills setting a positive example for other team members. Mediation skills are beneficial.
  • Excellent relationship management skills (including intercultural capability) and the ability to work at all levels including Ministers, Senior Managers and diverse communities.
