The Critical Infrastructure Resilience Unit is working to enhance all New Zealanders' wellbeing through regulatory reform to better ensure that essential services are available before, during, and after disruptive events - whether they be a cyclone or a cyber incident.

Mō tēnei tūranga mahi | About this role

An exciting opportunity to work in a central agency, in the heart of government, you will contribute to a high priority and meaningful work programme, focused on designing a more comprehensive and coordinated approach to enhancing the resilience of New Zealand's critical infrastructure system.

This is a newly established role in the Critical Infrastructure Resilience Unit within the Department of the Prime Minister and Cabinet's National Security Group.

Working in a high-performing and collaborative team, you will:

- work across multi-faceted, interesting policy streams to deliver a new, systems-based regulatory framework for critical infrastructure resilience
- develop and shape innovative, cost-effective policy options that improve resilience outcomes
- provide authoritative and influential policy advice to support decision makers, including Ministers
- prepare engaging consultation materials to support stakeholder engagement and build social licence for regulatory reform
- build and maintain relationships across a variety of external stakeholders and advisors, within the public and private sector.

Ō pūmanawa | About You
- developing public policy, including regulatory-system design and/or legislative and Parliamentary processes, and
- working within, or regulating part of, the critical infrastructure system.

To be successful, you will bring with you:

  • A strong interest in public policy with knowledge of government processes
  • Critical thinking and analytical skills, with an ability to navigate ambiguity to solve complicated problems
  • Strong academic rigour, nous and judgement
  • Excellent written and oral communication, including the ability to concisely and clearly convey complex analysis

  • A commitment to a supportive team environment.


Given its relevance to this work programme, experience working on policy issues directly related to the critical infrastructure system (or a constituent critical infrastructure sector) is beneficial, but not essential.

A national security clearance is, similarly, beneficial but not required.
