Security and Resilience - Government Relations and Policy Lead

The Ministry for Ethnic Communities is the Government's chief advisor on ethnic communities, ethnic diversity and the inclusion of ethnic communities in wider society.

The Lead (Government Relations and Policy) is one of two work programme leads in the Security and Resilience Team which works on matters concerning national security and social cohesion.


As Lead (Government Relations and Policy):

  • You will operate as a thought leader and take a leading role in providing advice to Ministers, lead interagency engagements, manage relationships and the provision of information from the Team to public sector agencies
  • You will be responsible for the shaping, analysis and delivery of insights from the community to the Ministry in a complex and sensitive area.
  • You will play a stewardship role for policy capability and develop policy (both operational and strategic) outputs, that informs and is informed by community engagement
  • You will function as a trusted advisor to the Director and take a guiding and mentoring role for other staff in the team.
  • You will lead complex, highprofile and/or ambiguous policy issues for the team. And together with the Lead (Community Engagement) be responsible for understanding and building community resilience.
  • You will need to be able to get and maintain a Top Secret Security Classification.

We will be looking to you to:

  • Lead complex policy (strategic or operational) issues, with the ability to anticipate the Minister's and Ministry needs, and be agile and responsive to changes in priorities
  • Develop outputs that are informed by community engagement, a sound understanding of other evidence base, rigorous analysis, effective quality assurance and a wide crosssectoral focus.
  • Build and maintain strategic working relationships with key internal and external public sector stakeholders (including supporting the effective running of any governance groups)
  • Deliver on the business unit and team goals, measuring and evaluating work programme performance, and identifying issues/risks and implementing mitigation strategies or escalating when appropriate.

Ideally you will have:

  • Extensive experience in working with a variety of Ministers, Ministers' offices and Select Committees and leading complex policy projects using project management disciplines.
  • Extensive experience in leading public and stakeholder consultation on major policy reviews and government initiatives. Experience in developing policy related to building social cohesion and community resilience is beneficial.
  • Excellent relationship management skills (including intercultural capability) and the ability to work at all levels including Ministers, Senior Managers and diverse communities.
  • An indepth knowledge of the machinery of government, government direction and policy priorities.
