Your role - tō tūranga


Our Senior Policy Analyst will support this transformation by providing high quality analysis and advice on policy issues impacting rail.

Policy is a small function within KiwiRail, and sits within a team of specialists regarding KiwiRail's Government-funded programmes to which most policy matters relate.

You will work closely with Ministry officials in particular, and with the broader KiwiRail team to ensure our voice is heard on importance policy and regulatory consultation matters.


You will also work in an SOE, providing a wider public service work experience than standard departments can offer given the breadth of operational and commercial issues KiwiRail works on.


Key accountabilities include:

  • Working collaboratively with government agencies on policy and shareholder related areas, including the Ministry of Transport, Waka Kotahi, and Treasury
  • Presenting KiwiRail's policy position to a wide range of audiences, including senior executives, senior officials and Ministers
  • Providing and leading input into a range of research programmes, business cases, transport and infrastructure consultations, and working groups
  • Assessing, translating and communicating policy implications for KiwiRail business units and representing us to Government
  • Providing input into Ministerial briefings and information requests


Key to your success in this role will be investigating, identifying business problems or opportunities, analysing and reporting findings in a format which is clear and easily understood and which enables KiwiRail to make strategic, financially sound business decisions.

This is an opportunity for an accomplished public sector official to strengthen their skillset in a challenging and complex work environment.

You will have the opportunity to lead programmes of work and develop your engagement and leadership skillset further.

Ideally, you will have:

  • A minimum of three years in a policy role within the public sector
  • Demonstrated welldeveloped verbal and written communication skills, including the preparation of advice to Ministers and board directors
  • A strong knowledge of research methods and understanding of public finance management


A knowledge of the rail sector, infrastructure or transport policy is desirable as the role will include input into investment and funding frameworks.
