Role purpose | Te Kaupapa o te Tūranga
We're looking for someone to work with the Director, Investments and Reviews and the wider Te Waihanga Infrastructure Delivery team to support improvements in the systems, processes and arrangements used in major infrastructure projects and programmes. In particular, you'll be involved in supporting improvements to the planning, procurement and delivery of major infrastructure projects and programmes in order to achieve their intended benefits and maximise public value.
Together, we will seek to uplift strategic planning and asset management practices across the infrastructure system, issuing guidance and providing independent advice where required. We will champion the needs of current and future New Zealanders by recognising our infrastructure investments must be carefully selected and prioritised, and delivered in ways which optimise whole of life performance and sustainable delivery of public services (including appropriate consideration of carbon impacts, and resilience to natural disasters, climate change and other shocks). Infrastructure funding and financing settings, including equitable distribution of costs amongst users and beneficiaries, and pricing tools which incentivise efficient use of our networks, are also among our areas of interest and influence.

- Producing written advice to a Board, executive team, government department, Minister's office or agency e.g., decision papers, talking points, aide-memoires, briefings and/or more broadly researching an issue and providing concise advice to senior management or governance.
- Operating within a central or local government budget, investment planning and decision making, implementation, monitoring and assurance system. It's also possible that you have had no prior public sector experience, but bring a skillset and capability that adds value to our work and helps bring about change.
- Working within infrastructure project planning, delivery or asset management teams.
- Assessing or reviewing business cases or other equivalent investment planning artefacts.
- Conducting project or programme reviews, lessons learned exercises or assurance reviews.
- Developing infrastructure delivery and contracting models and procurement strategies for major, complex, and high value infrastructure construction projects.
- Commercial negotiations and managing dispute resolution processes.

- Relevant tertiary qualification (e.g. engineering, accounting, quantity surveying, finance, commerce/business or law).
- Highly developed strategic and critical thinking and commercial acumen with strong financial analysis skills.
- Highest level of written communication skills and experience in the preparation of reports and executive documentation.
- Excellent relationship management skills with the ability to engage and influence with a wide range of stakeholders.
