Since opening in 1998 the museum has been co-led by its Kaihautū and Tumu Whakarae | Chief Executive, working together to set strategy and guide the organisation.

Our current Kaihautū Dr Arapata Hakiwai and Tumu Whakarae Courtney Johnston have re-set Te Papa's strategic vision, and are now creating a new Office of the Co-Leaders to help cement this vision across the museum's operations.

The role of Head of Governance & Strategy has been created to lead the new Office: both its team, and its way of working.

Reporting directly to the Co-Leaders, the Head of Strategy and Governance will be responsible for supporting the Board and executive team in strategic planning, managing Te Papa's rhythms of planning and reporting, and ensuring we are fulfilling our obligations as a Crown Entity.

Consisting of five positions led by the Head of Governance & Strategy, the Office of the Co-Leaders brings together a number of functions:

  • support and advice to the Te Papa Board
- strategic planning and policy development
- performance and risk frameworks and reporting
- business planning and business continuity
- statutory requirements and organisational servicing functions.


We are looking for a person with the experience, vision and empathy needed to increase the museum's leadership foresight, work alongside us to realise the aspirations of our strategy, and embed kaupapa Māori expertise and te ao Māori perspectives in our strategy, policy and performance frameworks.

This is a rare opportunity to play a major role in defining and ensuring Te Papa's future success and impact.

Alongside managing existing kaimahi, you will be responsible for recruiting a number of new positions, and developing the kaupapa for how the Office of the Co-Leaders works alongside other teams and functions inside Te Papa.

Given that the Office is in start-up mode, we are looking for someone who will see the potential of this new way of working and join wholeheartedly with us in making it a reality.

The role will suit a person who thinks flexibly, is comfortable with ambiguity, and is equally skilful in a leading, coaching and influencing role.


You will be well-suited for this role if you can bring:

  • Experience working at senior management level in governance or strategic positions within the public sector
  • Strong understanding of machinery of government and the expectations of a Crown Entity within the public system
  • A track history of providing advice and guidance to executive leaders, known for your insight and analysis
  • Demonstrated ability to strengthen organisations' commitment to Te Tiriti o Waitangi at a strategic level
  • Demonstrated ability to lead change and create new ways of working
  • Experience in people management, coaching and mentoring
