Director, Projects and Programmes - Infrastructure Delivery
You may have heard of Te Waihanga. We're small (but mighty) and haven't been around long by government standards.

But our job is as big as it gets, helping New Zealand get the right infrastructure, whether it's transport connections that get us from a to b, water and power connections needed to support affordable homes, or schools and hospitals that support our communities.

All this is why we need you.


Currently, New Zealand's delivery results are not keeping pace with our infrastructure needs and therefore we seek to meet quality standards of other high-income countries.


At the same time, increasing emphasis on ensuring that infrastructure delivers broader value in terms of economic, environmental and social benefits places new demands on how we fund, procure and deliver infrastructure projects.


In order to build better infrastructure, we need to support the New Zealand Government in becoming a centre of excellence in infrastructure delivery.

Ensuring that we have the institutions, structures and oversight in place to ensure every infrastructure project is a success.

We need to use our independent role as a Commission to promote a strategic and co-ordinated approach to the delivery of current and proposed infrastructure projects.


We're after someone to become a key senior member of the Delivery Team, responsible for leading our infrastructure delivery advice and support to critical infrastructure delivery agencies.

The role reports to the General Manager, Infrastructure Delivery and will be expected to collaborate with the wider Delivery team and others throughout the organisation.


Key responsibilities in the role include:

  • Strengthening Te Waihanga's impact on the delivery of infrastructure in New Zealand by ensuring that any infrastructure delivery advice given is world class, joined-up and consistent.
  • Providing leadership in the public sector and infrastructure sector on infrastructure related issues as an advocate for best practice in infrastructure delivery practices.
  • Providing direct oversight and/or leadership to specified highrisk infrastructure delivery projects.
  • Supporting enduring improvements in the way in which New Zealand delivers infrastructure by working with those within our largest projects to share knowledge and insight, through means such as case studies and technical papers providing lessons and recommendations to help others.


To do this, it would be beneficial if you have experience working within the public sector and are aware of current Government guidelines relevant to Infrastructure delivery.

You will also have relevant tertiary qualification (e.g. engineering, accounting, finance, commerce/business or law).

You will also need to be a whizz at things like:

  • Providing leadership in the public sector and infrastructure sector on infrastructure.
  • Infrastructure project planning, procurement and/ or delivery at a senior level.
  • Working collaboratively with others.
  • Communicating and connecting your work to the bigger picture.
  • Effectively managing direct reports.
  • Delegating effectively to junior members of the team, and efficiently manage the work of those reporting directly to you, including by providing direction and removing roadblocks where required.


In this role you will also need to demonstrate a willingness to engage with Te Ao Māori perspectives and frameworks.
