The Ministry's work on resource management will usher in a once-in-a-generation reform to the legislative architecture and national framework for managing natural resources.

This is a unique opportunity to join the Resource Management (RM) Programme Office within the Matapopore business group and play a vital role in supporting the horizontal governance and delivery of the RM Reform programme within the Ministry and driving the Matapopore programme management model.

We are looking for an experienced and future-focused Programme Manager who can work at all levels to coordinate and curate programme activity across a complexity of portfolios and present it to stakeholders in the right way and at the right time.

This includes formal governance secretariat and reporting, integrated planning, project planning, collaborative forums, and agile ways of working.

To be successful you will know how to blend programme management rigour with a tactical gameplan so stakeholders can maximise effort, and flex to changing priorities, knowing the impact that real time decisions will have on short-term deliverables and longer-term outcomes.

It is an exciting and dynamic environment that requires the ability to influence without authority and lead from the side.

Core responsibilities

  • Responsible for embedding and delivering the Matapopore business group programme plan including working with Directors and Managers through the business planning process, financial management, workstream planning, mapping people capacity requirements, and programme support.
  • Working with stakeholders at all levels to influence programme, portfolio and project scheduling from an RM enterprise perspective.
  • Build relationships, engage and work with Directors, Managers and Programme Managers to proactively identify risks, issues and opportunities, develop mitigations, consequential impact and outcomes.
  • Responsible for maintaining a complete and accurate view of the enterprise RM critical path, how portfolios align with the critical path deliverables, programme dependencies, strategic risks, mitigations, delivery progress and escalation points for decision making.
  • Managing compliance of all MfE central driven policies, procedures and activities such as annual reporting, select committee and compliance practices.
  • Champion the Ministry's vision, values and constructive culture at all times.
  • Fostering practices and ways of work that embed agile and collaborative ways of working across portfolios and workstreams across RM.
  • Monitor effectiveness of meeting forums and workshops and make continuous improvement recommendations to the Programme Director
  • Driving a wellness culture that is underpinned by talent management practices that support being able to move the right people to the right roles quickly and effectively.
Key tasks

  • Ensure all work programmes, significant milestones, deliverables, dependencies, risks, resourcing, budget/forecasts are captured in PlanView and that Managers have ownership and visibility across their workstreams.
  • Manage the enterprise work programme roadmap and critical path, recommending scheduling to the leadership team that reflects prioritisation and capacity to execute.
  • Maintain oversight of programme delivery to enable timely decision making by the leadership team.
  • Prepare Governance, Steering Group and internal governance papers as required.
  • Support other activities as required.
This role is a permanent role reporting to the Programme Director RM Reform.

  • Ability to build rapport and build effective cross organisation project teams in short periods of time.
  • Knowledge about the machinery of government, the contemporary political environment, and government policies is desirable.
  • An understanding of the principles of Te Tiriti o Waitangi /Treaty of Waitangi and Te Ao Māori and a commitment to developing your cultural capability and capacity in te ao Māori.
  • A qualification relevant to programme/project management is desirable.
Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $132,139 to $161,502 pa. Appointment within this range will be based on skills and experience.
