Te Pae Tawhiti Programme is a once in a generation, multi-year transformation, which aims to ensure MSa D has the capability to serve New Zealanders now and for decades to come.

Service Experience is the key implementation arm of this transformation.

Through Service Experience we will implement the technology, processes and tools needed to land both our Future Service Model and Client Engagement Practice, while also transforming the way the Ministry delivers its core products and services for clients, staff and partners.

  • National Office based in Wellington Te Pae Tawhiti Programme is seeking a Director Programme Management to support the Service Experience Service Change Lead in the design, development, and delivery of MSD's future service experience.

In this pivotal role, you will work closely with the Service Change Lead, Directors, wider service experience team, and the broader Te Pae Tawhiti Programme, to provide direction, strategic advice and expertise on the development and implementation of the future Service Experience.

The successful candidate will be integral in the execution and delivery of the long term roadmap for Service Experience, along with day to day programme management functions, and providing key advice on the delivery of a successful transformation programme.

As the Director Programme Management, you will be accountable for establishing and leading the programme and project delivery function within Service Experience, for the Te Pae Tawhiti Programme.

Central to your role is the management of a programme team, the size, and composition of which will vary depending on the specific change activities being undertaken.

Your focus is on maintaining professionalism and efficiency as you guide your team through the complexities of each project.

Work closely with other Directors to lead the planning, execution, and monitoring of multiple implementations of Commercial-of-the-Shelf (COTS) and Software-as-a-Service (Saa S) solutions within the Service Experience workstream, ensuring alignment with organisational objectives and timelines.

Establish and manage an effective programme management function for Service Experience, including setting up fit for purpose reporting and governance frameworks.

Develop and maintain relationships with key stakeholders, including executives, project sponsors, vendors, and internal teams, to ensure clear communication and alignment throughout the workstream and across the broader Te Pae Tawhiti Programme.

Manage project resources, including budget, personnel, and external contractors, to ensure optimal utilisation and adherence to project timelines and deliverables.

Identify potential risks and develop mitigation strategies to minimise disruptions to project timelines and objectives.
Proactively monitor and address issues as they arise throughout the workstream's programme lifecycle.

Establish and enforce quality standards for project deliverables, ensuring that all deliverables meet specified requirements, adhere to industry best practices and comply with relevant regulations, legislation, industry standards, and internal policies.

Drive continuous improvement initiatives within the workstream and across the broader Te Pae Tawhiti Programme, identifying opportunities to streamline processes, develop good practice, enhance efficiency, and maximize the value delivered by programme.

Present programme updates, status reports, and recommendations to executive leadership and steering committees, effectively communicating programme progress and key decision points.

Manage relationships with third-party vendors and service providers involved in the implementation of COTS and Saa S solutions, ensuring their performance, managing the quality of their deliverables and driving the mitigation of delivery risks.

The ideal candidate will be a senior leader with a passion for innovation and a proven track record of driving impactful change through large scale transformation programmes.

In this pivotal role, you'll provide strategic leadership at the executive level, supporting the Service Change Lead to shape the direction of our future service experience.

Your influence will extend beyond MSD as you cultivate relationships, guiding common goals with stakeholders, both internally and externally.

You will have:
Prior experience managing large-scale, multi-year programmes or projects, preferably within a similar industry or domain.
Strong business acumen and commercial thinking.

Demonstrated experience overseeing the successful implementation of COTS and Saa S solutions, including vendor management, configuration, integration, testing and deployment.

Proven ability to effectively engage and manage relationships with diverse stakeholders, including senior leaders, project sponsors, vendors, and cross-functional teams.

Strong knowledge of project management methodologies such as Agile, Scrum, Waterfall, or hybrid approaches, and the ability to adapt methodologies to suit the needs of the programme.

Demonstrated ability to identify potential risks and develop proactive mitigation strategies to ensure project success and minimise disruptions.

Proven track record of leading and motivating cross-functional teams, providing guidance, mentorship, and support to drive high performance and collaboration.

Strong analytical and problem-solving skills, with the ability to analyse complex situations, identify root causes, and develop effective solutions.

Excellent communication and presentation skills, with the ability to convey complex information clearly and effectively to diverse audiences, including senior leadership.

Experience managing project budgets, resources, and timelines to ensure successful project delivery within budgetary constraints.

Good understanding of technical concepts related to COTS and Saa S solutions, IT infrastructure, and enterprise systems architecture, though not necessarily hands-on technical expertise.

Demonstrated commitment to driving continuous improvement initiatives within programmes and projects, seeking opportunities to enhance efficiency and effectiveness.
Strong strategic mindset with the ability to translate vision into actionable plans and initiatives.
Passion for innovation and continuous improvement, with a commitment to driving excellence in service delivery.

An understanding of equity issues and the Treaty of Waitangi, and the implications of these for the work of MSD.
