Head of Asset Strategy & Planning to join our successful Water sector teams based in New Zealand.

This role is critical to the future success of water reform in New Zealand and in over-coming the challenges we face with the effects of climate change, water scarcity and a growing population.


Background
New Zealand has embarked on a programme of water reform transforming how water services are provided. This reform will see an aggregation of the current 67 Councils into ten regional Water Service Entities (WSE). Water Reform is currently being led centrally through four Regional Establishment Teams. Collectively, these four teams are responsible for establishing the ten Regional Water Entities.

While the 'go-live' dates of these four are unknown, they will be likely spread across the two years from 1 July 2024 to 1 July 2026.

The Establishment Teams have key roles in mapping out the investment needs of their various future entities.

There is a need to plan for growth as well as the resilience of the network to reduce pollution and leakage and increase the reliability of this vital service.

There's huge scope to make a difference at this critical establishment stage in the reform process.


With key strategic relationships with these Establishment Teams, Stantec are looking for individuals with experience within a regulated water market, who have great ideas and the talent to see them through, you'll enjoy autonomy and support every step of the way.


Key purpose


The main purpose of this role is to develop asset management plans that are appropriate for a newly regulated water market, that can be delivered to provide the right level of service to customers and the environment whilst enabling thriving communities.

You and your team's work will enable the delivery of long-term asset strategies for the water and wastewater assets for the various entities being established by the Establishment Teams.

This includes water extraction, water treatment and water transfer to customers, wastewater collection, treatment and associated bioresources handling and treatment.


You will deal with regulators, key stakeholders, and the executives from the current service delivery entities (Council's and Council Controlled Organisations).

You will need to be confident at communicating and influencing at different levels, with a good strategic and problem-solving mind that is grounded.


You will need to ensure the right asset systems are in place to forecast and model expenditure in order to provide service to customers and the environment in line with te mana o te wai; the legislated cultural principal from the Treaty of Waitangi.

These asset systems will include cost capture and deterioration modelling as well as risk analysis and optimisation.

You will be establishing appropriate systems, processes and Asset Management Plans for the four new entities to adopt.

You may be responsible for growing capability within the region such that the new entities are able to deliver on their 'go live' date and Asset Management Plan commitments.


This role is critical to the future success of the water reform in New Zealand and would also be critical in over-coming the challenges we are facing with the effects of climate change, water scarcity and a growing population.


About you
You will have an appetite for strategic, long-term leadership and will thrive on the big challenges.

You will be an analytical problem solver who will enjoy leading and working collaboratively with a supportive and passionate team.


Knowledge of regulated water asset management is essential, as is experience building asset management teams who look to the long term.

It would be beneficial to come from a well-regulated industry with proven senior experience in developing strategic plans. You will need to show you are a strong team player and excellent communication skills.

You would be employed by Stantec New Zealand and this full-time role will be a hybrid approach to working between our own office, that of the client, or home.
