About the role
New Zealand Police has an extensive property portfolio across New Zealand. This national property presence plays an key role in the successful delivery of NZ Police front line services.

The Development Manager role is critical to the success of the National Property Office and has three key responsibilities:

  • Developing long term strategic property plans in partnership with out Districts.
These plans are exciting in that they enable Districts to:

  • Identify where property (police stations, specialist facilities etc) are needed across their District over the next 20+ years. This planning also includes working with Stats NZ and Local Councils to model relationships between land usage, population distribution and crime in identifying areas of high policing demand.
  • Maximise return on their property investments e.g. ensuring we spend money on District property priorities. This planning also includes working with local iwi's (supporting iwi as investment partners where possible in generating return for iwi) and Justice sector partners (as a means of sharing costs across the sector and reducing costs for Police).
  • Developing enduring strategic partnerships with local iwi's and Justice sector partners
  • Supporting individual property initiatives through to Business case stage. This includes identifying potential property development sites and solutions, leading requirements work and project feasibility investigations, and the writing of Treasury and internal business cases.

Key Accountabilities:

  • Identify potential opportunities and solutions (existing sites/development; new investment, colocated/shared solutions etc)
  • Lead project feasibility and preparation of business cases to inform and ensure robust decision making on project viability.
  • Lead the codesign of potential solutions to a concept and prebusiness case stage with stakeholders and partners (on a project by project basis) alongside the Commercial Manager, Project Delivery team, and external technical consultants.
  • Ensure the quality and design of new projects support key Police objectives in relation to Māori responsiveness, prevention policing, victim centric, partnerships (internal and external), to enable a quality staff and customer experience to be realised.
  • Lead negotiations, implementation and monitoring of development agreements and delivery plans with development partners.
  • Lead the design, implementation and monitoring of long term strategic property plans in partnership with the Districts.

  • Front line operational experience and the ability to think about this in respect of property development.
  • Commitment to Maori and The Treaty
  • Demonstrated experience leading and facilitating engagement with diverse stakeholders and being able to interpret their needs into a strategic brief
  • Confidence and experience presenting and socialising concepts and advice with diverse stakeholders
  • Excellent financial and commercial acumen which can be applied to property and investment decisions
  • Negotiating skills
  • Experience initiating property developments, including gaining executive leadership support and funding
  • Strong communication, relationship building and management skills with the ability to engage in a range of complex situation
  • Excellent report writing and written communication skills
  • Proven ability to be solution focused both thinking laterally and creatively
  • Knowledge of government approval and Treasury processes
  • Understanding feasibility, options identification and analysis
  • An ability to foster enduring partnerships and relationships
  • An innovative and continuous learning culture
  • Understanding of the mechanics of government acumen
