About us - Mō mātou
The Ministry of Social Development is a people-centred organisation. We're in communities across the motu, working with partners to help New Zealanders be safe, strong, and independent.
We provide social policy and advice to government and assistance, including income, employment, and housing support to people of all ages, families, whānau, and communities.
As a Te Tiriti o Waitangi partner, we are committed to supporting and enabling Māori, whānau, hapū, Iwi, and communities to realise their own potential and aspirations.
Our people are as diverse as the communities we serve. We care about the wellbeing and success of our people and provide a supportive and inclusive working environment where people can thrive and be who they are.
Join MSD's flagship transformation programme, MSD – services for the future, and help shape how we deliver services to New Zealanders for the next 30 years.
MSD – services for the future is about MSD's future role and how we can make a bigger and better difference for New Zealanders. It will help us achieve the shifts we want to make to achieve our strategic goal, Te Pae Tawhiti.
About the role - Mō te tūnga
This role is fixed-term, secondment for 18 months.
As the Analysis Lead, you'll be at the centre of MSD's Service Experience transformation, guiding the way we design, develop, and implement business analysis, business rules, and business process design practices. Your leadership will shape how our analysis and design teams work together, ensuring that business analysis is robust, every process is clear, and every rule is fit for purpose.
You'll be a trusted advisor to the Director – Service Experience, and will work alongside domain design leads, service delivery, and IST practice leads, embedding standards and best practice across Service Experience. Quality assurance won't just be a checkbox, it'll be a mindset that underpins every deliverable and decision.
You'll be the go-to person for analysis disciplines within Service Experience, supporting and coaching analysts, and engaging stakeholders at every level. By fostering a strong Community of Practice, you'll help build capability and drive continuous improvement, ensuring our ways of working evolve with the needs of the programme.
Relationship management will be key. You'll collaborate with portfolio management teams, delivery leads, product owners, and technical teams, making sure their needs are understood and integrated into our solutions.
Strategic alignment is at the heart of this role. You'll maintain a clear view of the big picture, identifying system-wide impacts and ensuring our work aligns with key strategies, Te Pae Tawhiti, Te Pae Tata, and Pacific Prosperity.
What you bring - Ōu pūmanawatanga
- Proven experience in designing and implementing Business Process, Business Rules, and Business Analysis in large-scale transformation programmes
- Strong understanding of business rules management, process modelling, and requirements engineering and their execution
- Experience in bringing together requirements, processes, and rules to create cohesive outputs that can be used by delivery and business teams
- A creative mindset and willingness to experiment with new ways of working
- Expertise in analysis validation and ensuring alignment with the business intent
- A proven record of establishing, building, and maintaining effective and cohesive working relationships
- Demonstrated ability to influence and lead diverse groups of people – getting them on board and engaged with a vision
You'll also have well-developed relationship management skills, proven ability to influence stakeholders, excellent written and verbal communication skills, and a commitment and willingness to embed Te Ao Māori into BAU.
