The Christchurch City Council is the second-largest employer in the South Island and employs people who are passionate about our serving our city and communities. We are a diverse organisation delivering a broad range of services.

Having been recently appointed as the General Manager Corporate Services / Chief People Officer, we are now looking for a new Head of People & Capability to continue to lead and inspire our HR team to achieve high performance and positive impact across Council.

You will be instrumental in driving strategy implementation including leading new and betters ways of HR working and serving our internal customers, developing the capability of our team, and managing change while also carefully balancing function oversight with hands-on involvement. Your responsibilities will span across:

- Supporting the GM / CPO in the development and implementation of strategy across the organisation and within the HR function.
- Driving the implementation of a new people management system.
- Collaborating with leaders and managers to support their people leadership activities.
- Managing union relationships and bargaining across four unions and six Collective Agreements.
- Inspiring a culture of continuous improvement and innovation in HR service delivery.
- Promoting an inclusive, inspiring, and collaborative work environment.

We're looking for an exceptional leader with experience in leading HR continuous improvement progammes and service delivery models, who can navigate organisational politics, drive change, and is resilient, pragmatic, and able to positively challenge for higher people performance within our HR teams and across our organisation. Proven experience in influencing an Executive Board is essential for us as it will help ensure you understand our landscape and successfully navigate the work we do. A strong understanding of ER/IR activities and HR challenges will be crucial.
