The Department of the Prime Minister and Cabinet's (DPMC) purpose is to advance an ambitious, resilient and well-governed New Zealand. DPMC has a unique role as the trusted advisor, leader and steward of our system of executive government.
Within DPMC, the Policy Advisory Group (PAG) provide Policy advice and support to the Prime Minister and other Ministers across a range of portfolio areas.
DPMC is seeking to appoint a Deputy Chief Executive (DCE, Policy) to lead and manage the PAG and ensure that the structures, staff and systems are such that the Prime Minister is provided with timely and frank policy advice of the highest quality. This is a critical public service role at the centre of our democratic system of government.
Mō tēnei tūranga mahi | About this role
The DCE, Policy leads a team of high performing Executive Directors, and Senior Policy Advisors to ensure the Prime Minister's policy priorities are advanced, core functions are delivered, and any special projects are managed with integrity.
The DCE, Policy also engages with other Ministers, Chief Executives and a range of external stakeholders to ensure integrated advice is given to support the Government's programme.
The DCE, Policy will actively contribute to the work of the Department through the Executive Leadership Team by bringing an inclusive and solutions-oriented leadership approach.
Ngā pūmanawatanga ōu | What you will bring
The successful applicant will have a thorough knowledge of New Zealand's system of government, wide-ranging public policy experience and a deep understanding of New Zealand's social and economic circumstances. Of particular value will be the ability to gain and keep the trust and confidence of the Prime Minister, Ministers, public service chief executives and other senior leaders by demonstrating the highest standard of judgement, integrity, and impartial advice.
The DCE, Policy will have expertise in the following key areas:
- Significant experience in the public sector and knowledge of the machinery of government;
- Experience in navigating the political/policy nexus appropriately;
- Expertise in quality policy development processes and Cabinet decision making processes, and ability to quickly grasp and respond to new developments;
- Excellent strategic leadership and management skills, as well as the ability to use a range of communication techniques to influence and persuade;
- An understanding of Tikanga Māori, and responsiveness to Te Ao Māori.

Whakaritenga Haumaru | Security Requirements
To be eligible for this position, you must also be able to obtain and maintain a Top Secret Special (TSS) security clearance. To obtain this level of clearance you must have been a NZ citizen for at least 10 years. Alternatively, you must hold NZ Permanent Residence or hold a current NZ Residency Class Visa and have been a citizen of UK, USA, Canada or Australia for at least 10 years. You must have a 15 year checkable background in countries where meaningful and reliable checks can be undertaken.
