Te Manatū Waka, Ministry of Transport (MoT) is the government's principal adviser and system lead on transport. As steward of the transport system, the Ministry works to shape the future of New Zealand's transport networks through monitoring, modelling, research and intelligence. With approximately 370 staff, MoT's key responsibilities include development of regulatory settings, legislative advice and Crown agency governance, accountability and performance.
The System Performance & Governance Group leads the appraisal, assessment, monitoring and evaluation of the health and performance of the transport system, and the key transport government agencies within it. The Group also monitors and provides assurance to Ministers on Vote Transport, and a range of specific government investments in the transport system.

Reporting to the Chief Executive, the Deputy Chief Executive - System Performance & Governance is a key strategic leadership role, responsible for supporting the leadership of the Ministry, and the delivery of the Group's functions.
With accountability for 8 direct reports and approximately 80 staff, this position requires an excellent people leader with strong credentials across Crown entity monitoring, assurance, financial monitoring and the use of data and analytics to support policy. The successful applicant will need to understand the role the Ministry plays in system leadership and sector stewardship and be highly effective in developing relationships with key stakeholders.
As a member of the Senior Leadership Team, you will contribute to the leadership of the organisation, working closely with your SLT colleagues in an environment of constructive challenge and collective accountability. You will be responsible for a sponsorship role of work that spans the Ministry or the sector, and while the assignments may change over time for this role it is likely to include supporting Auckland Light Rail.
You will be directly responsible for the leadership and management of the System Performance and Governance Group, including the following teams:
- Analytics & Modelling
- Research, Economics and Evaluation
- Finance
- Governance
- Programme Assurance and Commercial
- Emissions Programme Office
- Auckland Light Rail programme.
You will also directly manage the Chief Economist.
To be successful, you will need to gain the trust and confidence of Ministers, and you will know how to develop strong relationships with Ministers' offices and Ministry of Transport colleagues. You will also have responsibility for building and supporting engagement and relationships with a number of key stakeholders particularly within the transport Crown entities that we monitor (including at Board and CEO level), and with a range of other government agencies and delivery partners. You will be an ambassador for the Ministry, building the Ministry's reputation and influence through the strength of your advice and knowledge.

You will have the ability to create close relationships internally and externally and work constructively with a range of colleagues. These relationships will be pivotal to the role and contributing to the Ministry's goals.
