Mō te tūnga | About the role

The purpose of Arms Safety and Control business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.

The Registry and Service Lead is responsible for the day-to-day management, support, coaching and guidance of the registry and service team ensuring operational targets and positive people experiences are achieved to the expected performance measures and standards.

This is a newly created position, which will attract a senior skill set and experienced level of applicant. A substantial aspect of the role is developing strong, trusted relationships and positive engagement with a wide variety of stakeholders. Your management style will maintain a culture of coaching and upskilling, ensuring the quality of work is achieved, time deadlines are met, and the quality assurance activities are taking place.

This role will be busy, as you lead the development of operating procedures and support the Registry and Service Manager and the Performance and Quality Assurance Lead, to establish strong quality and data integrity frameworks for the team.
You will also develop quality and data integrity reviews processes for the team and ensure that reviews are occurring regularly. A problem solver, you will also develop and deploy solutions to rectify and minimise any data integrity issues to ensure the trust and confidence and continued strong reputation of the regulator.

Commitment to the principles of the Treaty of Waitangi, Māori and other communities and cultures is important, by maintaining strong partnerships with the local and wider community to promote the safe possession and use of firearms.

**Takohanga Matua | Key Accountabilities**:

- Support the Manager, Regulatory Services to develop a registry and service strategy and lead the operationalisation and implementation of the strategy.
- Visitor firearms licence management.
- Work in collaboration with colleagues to develop a work programme and an action plan that takes a consistent approach to registry and service activities, and is informed by day-to-day operations, with the view to increase compliance and be a responsive regulator.
- Ensure the team are aware of the performance measures and indicators are in place for the team delivery and maintain oversight of delivery.
- Drive the development and establishment, with Performance and Insights, of a strong quality and data integrity frameworks for the team.
- Oversee the development of quality and data integrity review process.

**Qualifications / Requirements**:

- Travel nationally required
- A postgraduate qualification in public policy, public management or related field is preferred, this however may be offset by comparable and extensive skills knowledge and experience in senior level role
- Applicants need to be New Zealand Permanent Residents

**Experience is to include**:

- Experience working in an administrative compliance environment and supporting the development of operational strategy to meet business strategic objectives.
- Experience working in a contact centre environment
- Experience development a system improvement/upgrade plan to maximum use of existing technology.
