Please note this is a 2 year fixed term opportunity.
Nau mai kia tau mai
Te Aka Whai Ora is a connection to the Māori ancestral world and a firm vision towards a healthy future for all.
- Te Aka speaks to the endeavour to seek ancestral knowledge.
- Whai Ora is to pursue health
In the pūrakau (ancient legend), when Tāwhaki ascended into heaven to attain the three baskets of knowledge, he also collected two mauri stones named ‘Hōkai nuku' and ‘Hōkai rangi'. These stones were seen as supporting the three baskets of knowledge, with one having the ability to look back into the past, while the other provided a vision into the future.
Te Aka Whai Ora and all its communities, whānau, and health providers are likened to Tāwhaki in seeking out ora or health and wellbeing. As we navigate through our initial years of work, together with our partner Te Whatu Ora - Health NZ we represent a new and exciting future for health where we can achieve better health outcomes and wellbeing for all our people - whakahiko i te oranga whānau
This is a once-in-a-generation opportunity to make the change that ensures we build on foundations set by those who have come before us, as we carry this mahi into the future.
We need people to join us on this growth journey as we create a 'future fit' team dedicated to ensuring we weave together our knowledge and skills in a combined effort to reach Te Pae Tawhiti, our Vision our Destination.
Te whiwhinga mahi | The Opportunity
The Oranga Hinengaro team continues to grow in capacity and thrives to ensure that the health reforms are met and to ensure equity for Māori and Hauora Māori at the forefront of our mahi. Championing equity and equitable services for Māori so that Māori access to receiving services at the right time are enabled.
As a valued team member, you will continue to learn through this pathway and be provided with ongoing training opportunities, along with opportunities of networking and engaging across the sector. The mahi will enable you to travel from time to time, growing your network and supporting key relationships, partners and stakeholders.
Kōrero mō te tūranga | About the role
The Senior Portfolio Manager - Commissioning will contribute to the leadership and management of the Oranga Hinengaro commissioning work programme including planning, developing procurement plans, contracts, and leading negotiations with providers, and will include programme definition, implementation planning, project management, reporting and evaluation.
The role will advise the Director Service Commissioning and work alongside the other commissioning teams within Te Aka Whai Ora to deliver a range of projects, programmes, and portfolio management of provider agreements within the Oranga Hinengaro group.
The Senior Portfolio Manager - Commissioning role will be instrumental in supporting the wider Oranga Hinengaro Leadership Team to deliver services that transform the sector through a te ao Māori worldview, and addressing inequities for Māori within the system, whilst ensuring that whānau can support themselves in settings and places that work best for them and their wider whānau.
We won't be doing this alone, this role will work closely with Te Whatu Ora, Manatū Hauora, Iwi Māori Partnership Boards, localities, hauora partners, whānau and hapori.
We are open to remote locations for this role but travel will be required.
Ngā pūkenga me ngā wheako | Skills and experience
You will have knowledge and/or practical expertise in relation to the development, leadership and management of Oranga Hinengaro or other commissioning programme lifecycles including but not limited to programme and project planning, resource, service design, procurement/commissioning, contract management, performance reporting and monitoring. This will include proven experience in implementing Te Ao Māori informed strategic outcomes relating to service commissioning.
You will have knowledge of Te Ao Māori approaches and methodology and be comfortable to lead with te reo Māori, tikanga and kawa.
Existing networks and relationships are preferred and experience collaborating and engaging with wide stakeholders' groupings including lived experience, whānau, hapū, Iwi and hāpori Māori is a must.
**Ideally you will have**:
- Tertiary qualification in a health, social, education, business or other relevant field and/or equivalent experience
- Knowledge and/or practical expertise in relation to health, social or education services commissioning, training and development, and the current commissioning environment
