Our Infrastructure Regulation branch currently regulates electricity, gas, and fibre broadband infrastructure, together with Auckland, Wellington and Christchurch airports.

We all need safe, reliable water. As part of the Government's affordable water reforms, water infrastructure assets across the motu are being merged into 10 new ‘water services entities', the first of which is expected to be operational from mid-2024. As part of those reforms, the Commission has been given powers to review and provide comment on the asset management and funding and pricing plans for these new entities, and legislation to make the Commission the economic regulator and consumer protection authority for water is expected to be passed very shortly.

Following an internal promotion which reflects the Commission's commitment to development, we are looking for a strategic leader to take on the challenge of this critical director role and lead a team planning and implementing the economic regulation of water and ensuring we are actively engaged with iwi, hapu and communities across Aotearoa New Zealand. The role can be based in our either our Te Whanganui-a-Tara (Wellington) or Tāmaki Makaurau (Auckland) office and we have team members in both offices. This role is initially for a fixed term of twelve months and is also available as a secondment.

Reporting to the General Manager, Infrastructure Regulation and working closely with the Chief Executive and Commissioners, you will provide strategic leadership and direction for the implementation of the economic regulation and consumer protection of water by the Commission. This includes leading and developing the implementation team, overseeing delivery of the implementation programme, and engaging across the Commission and with external stakeholders, including at senior / Board level.

You will ensure that the Commission is well prepared for the start of economic regulation of water, which has unique cultural significance in New Zealand.

- Knowledge and understanding of te Tiriti, te Ao Māori and te Mana o te wai or a demonstrable desire to actively develop this and to improve the capability of the team
- Economic regulation.
