- Cornerstone Infrastructure Partners (CIP) is a special purpose vehicle that has been selected for the Design, Build, Finance and Maintenance (DBFM) of the Waikeria Prison Development (the Project), via a Public Private Partnership (PPP). The new facility, as the client's cornerstone asset across the network, will support the client's bottom line of safe and secure containment, and be flexible and innovative.- Initially reporting to the CIP CEO / Project Co Representative, the Operations Manager will be responsible for the successful transition from construction to operational service delivery through the effective oversight and management of the asset management / facilities management (AM/FM) mobilisation activities, ensuring that CIP and the AM/FM Sub-Contractor meet their obligations.
- The Operations Manager is responsible for:
- Acting as a point of contact for the management of the Project with the client and actively manage key relationships with project sub-contractors and advisors
- Ensure implementation and compliance with the Project Agreement, including project specific policies and procedures
- Monitor and report against the AM/FM service delivery plans, including maintenance, health & safety, environmental and quality.
- Develop and implement reporting formats so that Project reporting requirements are adequately met
- Monthly reports to the Department and CIP Board
- Attend the Interface Working Group and Relationship Management Group meetings
- Attend and / or chair and take minutes as necessary at Project meetings
- Management of the Change process with the Department and Sub-contractors
- Performance monitoring and management of Sub-contractors and advisors
- Ensure procedures with the D&C and AM/FM Sub-Contractors and Department for the management of Defects are implemented and monitored
- Identification and management of key project issues and risks

The additional responsibilities as Project Co Representative are:
- Leading the Project and acting as the primary point of contact for the Department
- Managing all Project stakeholders including the Department, financiers, D&C and AM/FM Subcontractors, advisors and external parties (Councils, community and other authorities)
- Managing executive level interfaces with a reporting line into the CIP Board of Directors- 15+ years' relevant experience, experience in AM/FM services delivery on major projects, with PPP or social infrastructure experience an advantage
- Tertiary qualification or vocational background in trades
- Experience in contract management and / or contract administration
- Experience in commercial management
- High attention to detail and strong inter-personal and communication skills
- Technical understanding of asset management and facilities management
- Performance management and monitoring of the D&C and AM/FM Subcontractors
- Energetic and motivated by the challenge of working on a major New Zealand Government infrastructure project
