New Zealand Health New Zealand - Te Whatu Ora Full time

**Contribute to transforming the future of health**:

- **Bring your experience in acute and complex mental health to the team**:

- **Be part of our national strategic design team and work from where you live**

**Te whiwhinga mahi | The Opportunity**
We have an important role in supporting the Crown in its relationships with Māori under te Tiriti o Waitangi | the Treaty of Waitangi. The government is committed to improving services and outcomes for Māori and strengthening the Crown's relationships with Māori.

We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process. We work in partnership with our Te Whatu Ora colleagues to shape system-wide public health services across the motu.

The system design manager is a key strategic leadership role tasked with leading the system redesign for acute and complex mental health and addiction services in Aotearoa NZ.

You will lead this transformation by collaborating with the strategic design network, comprising of key people and leaders from the acute and complex mental health and addiction sector, alongside other key stakeholders including national and regional commissioning teams, Māori, and the wider sector.

This is an opportunity to evaluate and reimagine how acute and complex mental health services are funded and delivered to ensure they:

- Meet Te Tiriti o Waitangi obligations
- Deliver equitable access and health outcomes
- Remain viable and sustainable

As a strategic, systems thinker and a problem solver, you will drive the re-design efforts and support enhancement of existing programmes of work.
- You will have a key role in setting up and contributing to the strategic design network for acute and complex mental health services.
- You will be involved in stakeholder mapping to create a stocktake report on existing services to define key challenges and opportunities.
- You will work to define an understanding of acute and complex services within Te Whatu Ora regions, to assist in determining future service and funding need.
- You will be instrumental in creating a strategic road map and implementation plan for the system redesign of acute and complex mental health services in partnership with the strategic design network.
- You will lead the development of national service specifications for key services to support improved national consistency. Regional commissioning teams are then enabled to utilise this detail to tailor solutions within their localities to meet the needs.
- You will also contribute within the acute and complex team with the existing programmes of work, monitoring and supporting service providers and objectives.

**Ngā pūkenga me ngā weako | Skills and experience**
- Leading system and service design and implementation, including seeking lived experience and or whānau voice and aspirations.
- Subject matter expertise within acute and complex mental health and wellbeing.
- An understanding of commissioning frameworks.
- System thinking and problem solving that delivers collaborative, equity-based solutions.
- Developing, maintaining, and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific Peoples groups.
- Development of high quality and timely strategies and initiatives across a large organisation.

**Nau mai, uru mai | Come and join us**

When you join us, you become part of transforming the health system. This is a once in a life-time change, which will touch the lives of everyone in Aotearoa for generations.

Our name, Te Whatu Ora, means ‘the weaving of wellness'. Whatu is the combining of people, resources, organisations, thoughts and actions for the betterment and wellbeing of all. Whatu is also a direct reference to the pupil of the eye, and the vision required of the new entity and system.

We are working towards a system that better meets the complex demands of a growing population, addresses the persistent inequalities experienced by Māori and ensures improved access, experience and outcomes for those traditionally not well served by the system - Māori, Pacific and Disabled People.

**Tō mātou whakahaere ki te tika, te rerekētanga, me te whai wāhi mai | Our commitment to equity, diversity and inclusion**

**Me pēhea te tuku tono | How to apply.
