We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process. We work in partnership with our Te Whatu Ora and Te Aka Whai Ora colleagues to shape system-wide public health services across the motu.

As a Principal Service Development Manager, you will be an experienced and senior member of the Acute and Complex team in the Mental Health and Wellbeing group. This means you will need to have a comprehensive understanding of mental health and addiction services in New Zealand, particularly specialist mental health and addiction services which are targeted towards people with more acute and complex mental health and addiction needs.

You will also have experience working in commissioning roles where you have designed, planned, organized, purchased, and monitored mental health and addiction services. Particularly those services targeted at people with more acute and complex needs.

You will work closely with the regionally based Mentally Well commissioning teams who will hold generalist relationships with providers across their communities, as well as the other regional integration teams.

Services that fall within the Acute and Complex team's work programme include specialist mental health and addiction services including eating disorders services, forensic mental health services, crisis mental health services and infant and maternal mental health.

You will bring the following skills and experience:

- Comprehensive understanding of mental health and addiction services in New Zealand, particularly specialist mental health and addiction services which are targeted towards people with more acute and complex mental health and addiction needs.
- Demonstrated experience in a senior level commissioning role where you have designed, planned, organised, purchased, and monitored mental health and addiction services, including services targeted at people with more acute and complex needs.
- Demonstrated experience leading the development and delivery of investment strategies for the mental health and addiction system and services, including the full commissioning of services.
- Demonstrated experience with the procurement and contracting of mental health and addiction services, including contract management and oversight, and performance monitoring.
- Excellent relationship management skills with demonstrated experience developing, maintaining and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific peoples and groups at a senior level.
- Demonstrated analytical skills with the ability to think conceptually and anticipate the impact of decisions on long-term outcomes, including financial outcomes, and to develop/recommend responses in consultation with key stakeholders.
- Excellent time management skills with the ability to prioritise tasks in a fast-paced environment.
- Strong written and oral communication skills with the ability to tailor complex messages to a range of audiences.
- Preferably, an understanding of the machinery of government and experience with writing for Ministers and responding to requests such as OIAs, written parliamentary questions (WPQs), and Ministerials.
