You will support in maintaining and evaluating strategic national CDEM planning framework, supporting doctrine and guidance for lifeline utilities/critical infrastructure with a strong focus on supporting and advocating for risk reduction, readiness, response and recovery practices in the infrastructure sector; including supporting regional planning and capability and capacity building.

The National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system. NEMA's primary focus is on the performance and capability of the emergency management system as a whole, across all hazards and all risks and the 4 Rs of risk reduction, readiness, response and recovery. As part of working within NEMA, there may be a requirement to respond to emergency activations in the event of a national emergency response. This may involve responding to events outside of normal working hours if an emergency response of national significance occurs.
Mō tēnei tūranga mahi | About this role
The position sits within the Planning and Sector Partnerships Unit responsible for developing and maintaining New Zealand's national emergency management planning framework and partnering with social and infrastructure sectors to build resilience across the 4 Rs of risk reduction, readiness, response and recovery in support of communities.
This role will be highly collaborative, and you will need the confidence and proven ability to develop and manage relationships with lifeline utilities, infrastructure providers, researchers and government agencies and be comfortable with creating new connections with required sectors.
You will demonstrate the ability to work at pace and to deliver smart solutions to complex problems and provide credible and pragmatic advice in line with legislation, doctrine and best practice.

Huanga Whaiaro | Key requirements
Essential
- Knowledge of emergency management systems, processes and planning
- Experience in developing and implementing functional and operational plans
- Understanding of lifeline utilities/critical infrastructure sectors in a CDEM context.
- Project management experience, using project management methodologies to create the expected outcomes, plan systematically and identify risk
Desirable
- A tertiary qualification in emergency management or related discipline OR an equivalent body of knowledge and experience.
- Understanding of the National Security System model and the national framework for emergency management
- Knowledge of business continuity and / or hazard risk management
- Knowledge of the CDEM Act 2002, the National CDEM Plan, Guide, and supporting plans
- Knowledge of the machinery of government.

The salary band for this position is $77,000 to $85,000 per annum including Kiwisaver employer contributions.
