Mō te tūnga | About the role

The purpose of Te Tari Pūreke, Firearms Safety Authority business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations.

Te Tari Pūreke has been established to lead, operate, and develop investment in modernisation of the firearms system. This will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.

This Advisory role within the Regulator is responsible for analysing and interpreting information received and drafting reports and other documents for key stakeholders within required timeframes and to a consistently high standard, appropriate for their intended audience and in accordance with set standards of format, structure, style and presentation. The role will lead the writing and publication of the Regulatory Strategy and business plan to convey the vision and direction of the Regulator.

**Takohanga Matua | Key Accountabilities**:

- Prepare reports such as cabinet papers, briefing reports to the Minister and Executive within required timeframes and to a consistently high standard, appropriate for their intended audience and in accordance with set standards of format, structure, style and presentation.
- Prepare reports, briefing papers and decision documents for the Executive Director and the leadership team within the Regulator as required ensuring a consistent and high standard of writing.
- Review and edit responses to IPCA requests, Parliamentary Question's and OIA's.
- Lead the writing and publication of the Regulatory Strategy and business plan to convey the vision and direction of the Regulator.
- Collaborate closely with Directors and their direct reports to ensure reports and documentation accurately reflect the Regulator and its services.
- Peer review and mentor staff to appropriately prepare their information and/or documents to inform reports, making information, tools or resources available to support the report writing process where necessary.
- Analyse and translate often large volumes of complex information (including legislation and policy) received into reports, taking care to understand context and balance different perspectives.
- Lead document quality assurance process and maintain and update the document structure and style guide of the Regulator.
- Build and maintain effective relationships with key stakeholders.
- Proactively identify any matters of privacy, policy, practice and procedure that relate to report writing, that need to be reviewed or clarified.
- Contribute to the ongoing development and improvement of writing, data collection, research and analytical skills across the Regulatory function.
- Maintain a sound and current knowledge of relevant legislation and departmental practices, policies and procedures.
- Demonstrate commitment to the principles of the Treaty of Waitangi, Māori and other communities and cultures.
- Ensure the key concepts of Māori responsiveness, policing excellence, and prevention first are adhered to in all projects and initiatives.
- Work with the wider Strategy, Systems and Governance teams to support the wider work programme.

**Qualifications / Requirements**:

- Relevant tertiary qualification, or equivalent experience preferred
