Mō te tūnga | About the role
The purpose of Te Tari Pūreke, Firearms Safety Authority business unit is to enable New Zealand to be a world leader in arms safety through an effective regulatory and administrative approach to the Arms Act and Arms Regulations. Established to lead, operate, and develop investment in modernisation of the firearms system, which will result in a more efficient and effective risk-based licensing system, introduction of comprehensive performance indicators, and shall improve public confidence in the firearms licensing system. The modernisation of the Arms Regulatory System will take every opportunity to prevent harm through transparent, high quality, consistent, legislatively correct, and effective regulatory activities, administration, education, and promotion of compliance with the provisions of the Arms Act and Arms Regulations.
The Regulator will earn trust and confidence by working together in partnership with other policing groups, iwi, the firearms community, wider New Zealand public and other agencies and organisations to achieve collective impact.
The Learning and Development Senior Advisor will be responsible for supporting the Regulator to maintain high standards of performance by identifying learning needs, suitable development options, and delivery of learning solutions for Firearms staff. This includes the oversight of the review and implementation of improvements to all technical and nontechnical learning offerings. This position will be responsible for evaluating learning, recommending improvements, updating learning materials, co-designing and/or coordinating the development of new learning offerings.
**Takohanga Matua | Key Accountabilities**:
- Responsible for implementing and monitoring systems that will ensure alignment of practice with educational best practice processes.
- Support the maintenance of a high level of performance by liaising with the Learning & Development Manager and consulting with the organisation to identify and address the changing and evolving learning needs.
- Ensures that training programmes are developed to an agreed timetable using project management disciplines
- Undertakes the development and delivery of high-quality learning programmes that effectively support capability development and operational effectiveness
- Contribute to the planning, development, implementation, and evaluation of specific projects.
- Demonstrate leadership, coaching and mentoring to facilitate individual and team development, and cultivate a supportive work environment.
- Ensures the key concepts of Māori responsiveness, community orientated regulatory work, partnerships and quality customer service are adhered to in all activities, projects, and initiatives.
- Collaborate with stakeholders to identify learning requirements and identify best solutions for the delivery of these.
**Qualifications / Requirements**:
- Relevant tertiary qualification or relevant experience.
**Pre-Employment Checks**:
- A standard vetting check is required.
**Experience is to include**:
- 5+ years’ experience in adult learning.
- Experience supporting the development and implementing L&D strategies, work programmes and frameworks.
- Experience contributing to and implementing career pathway and learning pathways for operational functions.
- Demonstrated experience in instructional design, preferable.
- Experience developing training content/material/programmes.
- Experience in working with groups, across regions or nationally.
- Experience working with senior managers and management teams.
- Demonstrable experience of facilitation and delivery of training.
- Experience with LMS management.
- Strong adult learning and development knowledge.
- Understanding of L&D frameworks and systems.
- Knowledge of development pathways.
**Skills**:
- Communication and presentation skill with the ability to present in a confident and credible manner.
- Facilitation skills with the ability to influence behaviour change, inspire and motivate others to action.
- Digital literacy and can confidently use of technologies such as MS Office suite, LMS systems and preferable, instructional design software.
- Excellent verbal written and interpersonal skills with the ability to communicate complex concepts.
- Strong relationship management skills.
- Project Management skills preferred but not essential.
