**Te whiwhinga mahi | The Opportunity**

The primary purpose of the role is to lead the strategy and direction of Te Whatu Ora's Emergency Management function across the health and disability system. This encompasses taking a leadership role in delivering outcomes across the four Rs of Emergency Management (Reduction, Readiness, Response and Recovery), and ensuring that Te Whatu Ora fulfils its legislative obligations and responsibilities for emergency management.

Key areas of responsibility include:

- maintaining and enhancing the capability and capacity of the health and disability system to manage emergencies and emerging health threats; and
- lead and overseeing the emergency management function within Te Whatu Ora ensuring preparedness, responses, and recovery from emergencies and critical incidents.

The role also ensures Te Whatu Ora meets its legislative obligations under the Civil Defence Emergency Management Act 2002. Te Whatu Ora has a duty to:

- ensure they can fully function during an emergency, responding to and providing care for our communities.
- plan accordingly with the 4Rs (risk reduction, readiness, response, and recovery), and resilience, and have these plans available; and
- ensure the plan takes a whole sector view including ambulance, primary, secondary, tertiary, mental health, disability support, aged residential care, and public health services.

The key skills and experience we are looking for include (but not limited to):

- Exceptional leadership, interpersonal skills, and emotional balance
- Extensive knowledge and experience of the New Zealand health and disability system, emergency management or civil defence emergency management sector
- Vastly experienced in leading, managing or working in emergencies
- Sound knowledge of the Machinery of Government and experience working either in or with other government agencies
- Excellent problem solving skills and ability to perform in ambiguous and complex environments
- Deep understanding of the Civil Defence Emergency Management (CDEM) Act 2002 and the CDEM Plan Order 2005
- An ability work in a range of settings, and at all levels, within the Health and Disability Sector and across Government
- Political acumen to influence and maintain relationships, mitigate potential future issues
- An understanding of hazard and risk management and working in a regulatory environment desirable.
- Training delivery and Training Needs Analysis experience is desirable.
