We are seeking a Programme Manager to come join the newly established Service Design Team in Te Pou Ohumahi Mātauranga | Education Workforce.

The Service Design Team is focussed on deliver key improvements to the initiatives and services offered to the education workforce.


You will be responsible for the day-to-day management of the Service Design work programme which includes a number of exciting and complex projects.

While managing the programme resource recruitment, schedules and budgets, you will also be responsible for the leadership of the Programme Coordinators.

This role is fixed-term full time until June 2024 and our team is based in central Wellington. However, we are open to applicants seeking remote working arrangements.

Mōhou ake | About you


We're looking for a Programme Manager experienced in a variety of programme management and transformation programmes, with a track record of delivering complex programmes on time, to specification and within budget.

To be successful in this role, you will need to have:

  • Experience in delivering human-centric digital transformation or service delivery.
  • Experience in successfully managing programme resources as a people leader and through a matrix management model.


You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori.

You will also have knowledge of, or a willingness to gain an appreciation of te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public sector.

At Te Tāhuhu o te Mātauranga, we work to provide services and support nationally, regionally and locally to the education sector, and in some cases, directly to ākonga and whanau.

To better deliver on this, we are currently undergoing an organisational design change. The transition phase to improve the way we deliver our purpose will be complete in 2023.

Te Pou Ohumahi Mātauranga | Education Workforce is a key part of the Ministry and supports the building of a workforce with the capability and capacity to lift student achievement.

The group is comprised of teams for Education Workforce Supply & Leadership, Pay Equity & Employment Relations, Service Design and Implementation and Education Workforce Payroll.

We have links to tertiary education organisations, in particular wānanga, iwi and Māori, peak bodies and others, in the co-design of solutions to workforce challenges.


The newly established Service Design Team within Te Pou Ohumahi Mātauranga is focused on making key improvements to the services and initiatives offered to our education workforce, so that they are easy to access and navigate.

We work with the sector to understand the needs of users and design integrated, equitable and accessible solutions.
