He Pou a Rangi | The Climate Change Commission (the Commission) is an Independent Crown Entity established under the Climate Change Response Act 2002.

We provide independent, expert advice to the Government of Aotearoa on both mitigating and adapting to the effects of climate change, and we monitor and review the Government's progress towards its emissions reduction and adaptation goals.

The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa.

In the past two years we've provided advice on the first three emissions budgets, the direction of the first emissions reduction plan, agricultural emissions pricing, and NZ Emissions Trading Scheme settings.

We are now expanding our work programme.

Ngā Tūnga | The Role:


The Commission has an important role in monitoring and reporting on Aotearoa's short and long-term progress in addressing climate change.

That includes monitoring progress towards meeting emissions budgets, emissions reduction plans and the 2050 target, as well reporting on progress with adaptation.

We expect that identifying the right things to measure and monitor at a system-wide level, and how best to do that, will be a learning journey.

There are experiences and lessons from others internationally, but the Commission needs a monitoring function that reflects Aotearoa's own unique circumstances.

The purpose of the Programme Manager role is to create and manage a programme infrastructure to support the delivery of the Commissions multiple pieces of statutory advice.

The Programme Manager will need to work especially closely with the teams across the Commission delivering this advice to pull together and drive forward the delivery of this programme of work.

This role will be integral to supporting the Commission's development as an organisation and would suit someone who is confident in their ability to pull together and drive forward the delivery of this programme of work.

In this role, you'll have the opportunity to contribute to the longer-term success of the Commission.

You will lead or contribute to:

  • Designing a Programme Management plan
  • Ensuring the delivery of the overall programme, by planning the delivery of each project, including:
  • Phasing the projects to meet the business needs, capacity and availability of team members
  • Identifying the risks and interdependencies of each phase of work
  • Leading the planning, reporting and financial management of the assigned projects
  • Ensuring structures, systems and processes are aligned to enable and promote effective organisational performance and programme development across functions
  • The development of programme and change management practice
  • Engaging with iwi/Māori in a manner that upholds Tikanga and recognises the Crown
  • Māori partnership under the Treaty of Waitangi.

Ō pūmanawa | About you:

You will have the following:

  • This role would suit a professional who excels in programme management competencies including scope, time, cost, quality, organisation development, communications, cost, risk, procurement, and integration.
  • Proven experience managing a programme of work, including planning and monitoring progress.
  • Can build excellent relationships and networks with key stakeholders with strong influence and facilitation skills.
  • A qualification relevant to programme/project management is desirable.
  • Excellent problem resolution and decisionmaking skills, including identifying problems and seeking solutions, identifying risks and benefits, and making sound decisions based on multiple considerations.
  • Demonstrated ability to selfmanage and work autonomously, whilst also working effectively within a team.
  • The ability to quickly understand the Commission's organisational infrastructure and operational requirements including the strategic context and "big picture".
  • Highly developed communication skills, both oral and written.
  • Knowledge about the machinery of government, the contemporary political environment, and government policies is desirable, as is an understanding of the principles of Te Tiriti o Waitangi /Treaty of Waitangi and Te Ao Māori
  • Experience in drafting policies and procedures is desirable but not essential

This means we work with our Treaty partner and grow our capability and capacity to accurately reflect Māori views and Te Tiriti o Waitangi in our work.
