The Royal Commission of Inquiry has been established to help strengthen Aotearoa New Zealand's preparedness for, and response to, any future pandemic by identifying those lessons learned from this country's response to COVID-19 that should be applied at any such time.


The Executive Director is responsible for driving the development and implementation of the Royal Commission's work programme, to enable the Royal Commission to fulfil its terms of reference and deliver its report to Government in mid-2024.

The Executive Director is employed by the Department of Internal Affairs (DIA) to work for the Royal Commission. It is an executive public service leadership role with significant people and financial delegations.

To be effective, the Executive Director will establish and maintain a strong working relationship with the Royal Commission's Chair and members, and the Counsel Assisting, who is appointed by the Crown Law Office to provide legal advice and assistance.

Robust relationships also must be developed with Māori and other key stakeholder groups such as other government agencies.


In addition, the Executive Director will embed, lead and manage a skilled team to undertake the work necessary to enable the Royal Commission to deliver on its terms of reference on time and within budget, ensuring that all activities comply with relevant legislation, policies, and procedures.

The Executive Director will have superior relationship management and influencing skills, excellent judgement, political astuteness and a delivery focus.

It will also be important to have qualities of agility and innovative thinking, and to be a sophisticated public sector practitioner operating at an executive level.

A strong appreciation of te ao Māori and of public sector frameworks and accountabilities are also essential.


While reporting to the Deputy Chief Executive, Toi Hiranga, the Executive Director works closely with the Royal Commission's Chair and members, to support their independent decision-making and delivery of the report.
