Mō mātou | About the Crown Response Unit (CRU)

The Abuse in Care Royal Commission of Inquiry (the Royal Commission) was established in 2018 to investigate the experiences of tamariki, rangatahi and vulnerable adults in State and faith-based care between 1950 and 1999.

It is due to provide its final report and recommendations late March 2024.
The Crown Response Unit was set up in February 2019.

Our work is overseen by social and justice sectors Chief Executives, under the Ministerial leadership of the Minister for Public Services.

We lead the Crown's response to the Royal Commission, in collaboration with other agencies.
We support government agencies get information and records to the Royal Commission in a timely and helpful way. We also support the Crown to respond to the Royal Commission's interim reports, including its interim report on redress. The report recommended creating a new, independent, trauma-informed, holistic redress system, which the Government has agreed to do. The redress work programme is a primary focus of the Crown Response Unit.

Mō te tūnga | About the roles

The Principal Policy Analyst and Senior Policy Analyst roles provide high quality objective policy analysis and advice on issues concerning the Crown Response to the Abuse in Care Inquiry.

In these position you will work closely with the Crown Response Unit's Chief Advisors, Associate Director Redress, and the relevant teams within the Unit to help form and deliver the cross-agency redress work programme.


This will include:

  • Drafting updates to Minister for the Public Service and to Sponsoring Chief Executives
  • Drafting papers (to Cabinet or to the Minister) to seek decisions on different aspects of the development of the new redress system and immediate projects to improve current redress for survivors of abuse in care
  • Crossagency policy development work on key issues and topics within both the redress system development and immediate projects
  • Engaging empathetically with survivors of abuse in care and other external stakeholders
  • Helping draft collateral for engagement, communications, and publicfacing documents
  • Supporting the ongoing work to respond to requests for information or natural justice reviews from the Abuse in Care Inquiry
  • Supporting preparations to receive and consider the Abuse in Care Inquiry's final report


You will also have the opportunity to contribute (for the Senior role) or help drive (for the Principal role) thought and strategic leadership across the overall government response to the Abuse in Care Inquiry.

In these positions you will build relationships and develop networks at a senior level across government agencies in the social sector, bringing together expertise and knowledge to deliver on workstreams and provide advice.

Ngā pūmanawatanga ōu | What you will bring

  • Comprehensive Senior Policy Analyst or Principal Policy Analyst experience across social policy settings
  • A preference to work in a fast paced and dynamic environment delivering to a high profile and significant programme of work
  • Experience in crossfunctional leadership and crossagency work programmes
  • Ability to form sound working relationships with the Crown Response Unit and build strong relationships with agencies and other key stakeholders
  • Proven experience in leading regulatory, governance and social policy implementation programmes of work
  • Ability to produce and recognise high quality policy work
  • Ability to provide peer support and (for the Principal role) coaching to colleagues
  • Project management skills are desirable
  • An understanding of, and support for, the work of the Abuse in Care Inquiry
  • Understanding of Te Tiriti o Waitangi and its implications in this context.
