The Ministry for Primary Industries are currently recruiting for a Payroll System Specialist, to join our People Operations team, as part of our Corporate Services business unit based in Wellington.

Kōrero mō te Tūranga - About the Role

Our payroll provider is upgrading systems to the latest versions for both self-service and payroll which will provide additional features including workforce management and automated workflows.

This position will work with the Project Manager to ensure this system upgrade is fully tested and meet MPI's requirements and complies with legislation and policy.


Specifically, you will:

  • Conduct endtoend testing of new and existing system functionality
  • Document and agree the test process timings and overall approach
  • Provide progress, summary and completion reporting throughout system testing process
  • Document issues that may require escalation or business/technical decisions
  • Ensure upgrade functionality meets payroll legislative requirements
  • Provide support and guidance to the payroll team regarding system changes


Additionally, you will review and update our current payroll process to align them with the new system functionality, produce training & guidance documents to support the new processes, support the development of system & payroll reporting, and translate technical information to communicate it to non-technical stakeholders.

Mōu - About You

You will have proven payroll/HRIS & payroll implementation projects experience within large and complex environments as well as a strong understanding of the Holidays Act and other relevant employment legislation.

Importantly, you will have excellent relationship management skills with the ability to motivate others, be efficient, well organised, & be comfortable working under pressure in a changing environment.

You will also have a high level of accuracy, attention to detail, & be confident translating technical information into common language.

The project team sits within the People Operations team which is responsible for delivering our Te Ara 0 (Self Service), Te Ara 1 (General HR) services as well as the payroll function.

The system upgrade will impact all of the People Operations functions, so you'll be working collaboratively with many of the People Operations team members.
